Neutral spaces are essential places to guarantee the right to a relationship and the maintenance of family ties. Although they have been established in Italy since the 1990s as experimental projects based on existing European models such as the French "points de recontre", there is still no national legislation regulating them. The absence of legislation has led to a lack of uniformity at national and even regional level both in terms of development of neutral sites and operational practices. Different Regions have tried to remedy this lack by creating their own guidelines approved by resolutions. This research work, aimed at the operators of neutral spaces both public and private services, aims to reconstruct the presence, history and organization of these places within the services. In addition, the research investigates what are the operational modalities adopted by the operators , best practices and the main challenges and difficulties encountered in working with families.
Gli Spazi neutri rappresentano luoghi fondamentali per garantire il diritto alla relazione e il mantenimento dei legami familiari. Pur essendo nati in Italia fin dagli anni’90’ come progetti sperimentali a partire da modelli esistenti in ambito europeo come i “points de recontre” francesi, non vi è ancora una normativa a livello nazionale che li regolamenta . L’ assenza di normativa ha generato una mancanza di uniformità a livello nazionale e anche regionale sia in termini di sviluppo dei luoghi neutri che di pratiche operative. Diverse Regioni hanno cercato di sopperire a tale mancanza mediante la creazione di proprie linee guida sancite con delibere. Il presente lavoro di ricerca, rivolta agli operatori degli Spazi neutri sia dei servizi pubblici che privati, mira a ricostruire la presenza, la storia e l'organizzazione di questi luoghi all’interno dei servizi. Inoltre, la ricerca indaga quelle che sono le modalità operative adottate dagli operatori , le best practice e le principali sfide e difficoltà incontrate nel lavoro con le famiglie.
