As climate change and sustainable development become key global challenges, EU-funded projects can only aim to promote and encourage these aspects. This research analyzes the role of the Project Manager in EU-funded initiatives supporting sustainable development. It focuses in particular on the projects carried out in this sector by ALDA (European Association for Local Democracy), an organization dedicated to promoting good practices and good governance at the local level. This work examines how ALDA adapts project management techniques to bridge international collaboration with local efforts, and questions how Project Managers work to align global objectives with local realities. The research thus concentrates on the strategic activities of Project Managers within ALDA, exploring their leadership throughout all phases of the project management cycle. This includes project planning, implementation, monitoring and evaluation, as well as high-level decision-making and administrative responsibilities. Particular attention is paid to their ability to guide projects, cultivate relationships with stakeholders, and ensure alignment between ALDA’s mission and European objectives. The main purpose is to assess the impact of Project Managers on project outcomes, their role in facilitating communication among various stakeholders, as well as the implementation of EU funded initiatives. Key areas explored include strategic planning, management, team leadership, budget monitoring, and the identification of co-financing opportunities. The methodology combines participant observation, interviews with Project Managers, document analysis, and case studies of EU-funded initiatives. The findings may provide practical recommendations for other organizations engaged in similar efforts, offering concrete examples and strategies for managing European funding, particularly within the non-profit NGO sector. Furthermore, this research will contribute to a better understanding of best practices in leadership within participatory project management in the context of the European Union.
Alors que les changements climatiques et le développement durable deviennent des enjeux incontournables dans le monde d’aujourd’hui, les projets financés par l'UE ne peuvent que promouvoir et encourager ces aspects. Cette recherche analyse le rôle du Project Manager dans les initiatives financées par l'UE en faveur du développement durable. Elle se focalise, tout particulièrement, sur les projets menés dans ce secteur par ALDA (Association européenne pour la démocratie locale), une association consacrée à la promotion des bonnes pratiques et de la bonne gouvernance au niveau local. Ce travail examine la manière dont ALDA adapte les techniques de gestion de projet pour relier la collaboration internationale aux efforts locaux et s’interroge sur comment les Project Managers opèrent pour aligner les objectifs globaux sur des réalités locales. La recherche se concentre donc sur les activités stratégiques du Project Manager au sein d'ALDA, explorant leur leadership à travers toutes les phases du cycle de gestion de projet. Cela inclut la planification, la mise en œuvre, le suivi et l'évaluation des projets, ainsi que des responsabilités décisionnelles et administratives à haut niveau. Une attention particulière est accordée à leur capacité à orienter les projets, cultiver des relations avec les parties prenantes et garantir l'alignement entre la mission d'ALDA et les objectifs européens. L'objectif principal est d'évaluer l'impact des Project Managers sur les résultats des projets, leur rôle dans la facilitation des communications entre diverses parties prenantes, ainsi que la mise en œuvre des initiatives financées par l'UE. Les domaines clés explorés incluent la planification stratégique, la gestion, le leadership d'équipe, le suivi budgétaire et l'identification d'opportunités de cofinancement. La méthodologie combine l’observation participante, l’entretien avec les Project Managers, l’analyse documentaire et l’étude de cas sur des initiatives financées par l’UE. Les résultats pourraient fournir des recommandations pratiques pour d’autres organisations engagées dans des efforts similaires, en donnant des exemples concrets et des stratégies de conduite pour la gestion des financements européen, notamment dans le secteur non lucratif des ONG. De plus, cette recherche contribuera à donner une meilleure compréhension des bonnes pratiques en matière de leadership dans la gestion des projets participatifs, dans le cadre de l’Union Européenne.
