This thesis project addresses the management of Near Miss within a logistics company certified UNI EN ISO 45001:2023, highlighting its strategic value in preventing accidents and strengthening safety culture. The work opens with a normative framework, deepening the D.Lgs. 81/08 and the role of the main actors of safety, then to analyze the theoretical models of reference - including the Pyramid of Heinrich, the Swiss Cheese Model of Reason and that of Bird & Loftus - which highlight the importance of accident analysis. Particular attention has been paid to the safety culture, understood as fundamental element to favor the signaling of the Near Miss and to promote proactive behaviors on the part of all operators. The heart of the thesis is represented by the case study: an analysis in the field that allowed to observe and evaluate the system of collection, classification and management of Near Miss implemented in a complex organization, is characterized by the presence of numerous subcontracting firms. Through the examination of company documentation, interviews, procedures and real data, the most frequent risks, communication and organizational criticalities, and the types of Near Miss more widespread were identified. The research has highlighted the effectiveness of the system adopted but also the need to improve communication between the actors involved, especially in multicultural contexts. The thesis concludes with a reflection on the potential of Near Miss as predictive indicators and concrete leverage to promote continuous improvement of safety management systems.
Il presente progetto di tesi affronta il tema della gestione dei Near Miss all’interno di un’azienda logistica certificata UNI EN ISO 45001:2023, evidenziandone il valore strategico nella prevenzione degli infortuni e nel rafforzamento della cultura della sicurezza. Il lavoro si apre con un inquadramento normativo, approfondendo il D.Lgs. 81/08 e il ruolo dei principali attori della sicurezza, per poi analizzare i modelli teorici di riferimento – tra cui la Piramide di Heinrich, il Modello Swiss Cheese di Reason e quello di Bird & Loftus – che mettono in luce l’importanza dell’analisi dei mancati infortuni. Particolare attenzione è stata dedicata alla cultura della sicurezza, intesa come elemento fondamentale per favorire la segnalazione dei Near Miss e promuovere comportamenti proattivi da parte di tutti gli operatori. Il cuore della tesi è rappresentato dal caso studio: un’analisi sul campo che ha permesso di osservare e valutare il sistema di raccolta, classificazione e gestione dei Near Miss implementato in un’organizzazione complessa, caratterizzata dalla presenza di numerose ditte in appalto e subappalto. Attraverso l’esame di documentazione aziendale, interviste, procedure e dati reali, sono stati individuati i rischi più frequenti, le criticità comunicative e organizzative, e le tipologie di Near Miss maggiormente diffuse. La ricerca ha messo in evidenza l’efficacia del sistema adottato ma anche la necessità di migliorare la comunicazione tra le figure coinvolte, soprattutto in contesti multiculturali. La tesi si conclude con una riflessione sulle potenzialità dei Near Miss come indicatori predittivi e leva concreta per promuovere un miglioramento continuo dei sistemi di gestione della sicurezza.
