The vaccinology is an increasingly complex and constantly evolving topic that, in many situations, requires specific specialist skills, as outlined in the National Vaccination Prevention Plan (PNPV) 2023–2025. In this context, DGR 990/2023 "recognizes the role and expertise of the Medical Specialist in Hygiene and the importance of initiating a path towards professional autonomy for appropriately trained personnel, periodically reassessed to ensure safety, appropriateness, and quality in vaccination activities." The Health Assistant is recognized as the key professional for preventive activities, including vaccinations. The DGR 521/2024 titled "Approval of regional guidelines for updating the organization of vaccination activities", within the framework set by the PNPV 2023–2025, starts the path towards the enhancement of specific competencies and professional autonomy of Health Assistants and properly trained Nurses. Vaccination activities can therefore be carried out even without the physical presence of a physician at the facility, who remains available for remote consultation. Local Health Units (ULSS), based on the guidelines outlined in Annex A of DGR 521/2024, are required to define appropriate training plans, also considering the regional training offer. Within this context, the thesis project presents a preliminary analysis of the planning phases necessary for implementing this resolution within ULSS 6 Euganea. Additionally, through a survey, it investigates the impact of DGR on the involved staff and identifies the training gaps that must be addressed to acquire the necessary specific competencies.
L’ambito vaccinale è un tema sempre più complesso in costante evoluzione che richiede per molte situazioni e competenze specialistiche specifiche, come previsto dal Piano Nazionale di Prevenzione Vaccinale 2023-2025. In tale ambito, la DGR n. 990/2023 “riconosce l’attività di competenza del Medico specialista in Igiene e l’importanza di avviare un percorso di autonomia professionale per il personale del comparto, opportunamente formato e periodicamente, a garanzia della sicurezza, dell’appropriatezza e della qualità dell’attività vaccinale”. La figura dell’Assistente Sanitario viene riconosciuta quale professionista d’elezione per le attività di prevenzione, incluse le vaccinazioni. Con la DGR 521/2024 “Approvazione delle Linee di indirizzo regionali per l'aggiornamento dell'organizzazione dell'attività vaccinale”, nel contesto delineato dal PNPV 2023-2025, si avvia il percorso di valorizzazione delle competenze specifiche e dell’autonomia professionale in ambito vaccinale dell’Assistente Sanitario e dell’Infermiere adeguatamente formato. L’attività vaccinale può essere svolta, quindi, anche senza la presenza del Medico in struttura, che è comunque consultabile da remoto. Le Aziende ULSS, con riferimento a quanto in Allegato A della DGR 521/2024, hanno il compito di definire i Piani formativi adeguati, tenuto conto anche dell’offerta formativa regionale. In tale contesto, nel progetto di tesi, viene fatta l’analisi preliminare sulle fasi da pianificare in vista dell’applicazione di tale DGR nell’Azienda ULSS 6 Euganea e tramite un’indagine conoscitiva viene rilevato l’impatto che la DGR ha sul personale coinvolto e quali sono i gap formativi da colmare per l’acquisizione di competenze specifiche.
