Immigrazione e realtà locale: tra accoglienza e politiche di esclusione.

The focus of the thesis is the analysis of the role of local politics in the context of immigration, particularly the contrast between welcoming initiatives and more or less implicit exclusionary policies toward the foreign population. The first chapter discusses the national policies regulating immigration, the most frequent critical aspects within these policies, and the important role of cities as attractive hubs for migratory flows; this final point being followed by an overview of the ways in which foreigners are integrated and participate in the Italian social and political networks.The second chapter addresses exclusionary policies, analyzing their application and the various types of regulations, relying on the most recent statistics concerning the situation of intolerance and xenophobia in Italy. The third chapter includes the body of interviews, preceded by a justification of the case study and an explanation of the research methods. The interviews are then followed by an interpretation of the collected results, with related conclusions and a discussion of any possible limit of the research, as well as hypotheses concerning the potential for future studies on the topic.

Il focus della tesi è l’analisi del ruolo della politica locale nel contesto dell’immigrazione, in particolare la contrapposizione tra iniziative di accoglienza e politiche di esclusione più o meno implicita nei confronti della popolazione straniera. Il primo capitolo tratta le politiche nazionali che regolano l’immigrazione, le criticità più frequenti rilevate in queste politiche e l’importanza rivestita dalle città come polo attrattivo dei flussi migratori; a questo ultimo punto segue una panoramica sulle modalità di integrazione e di partecipazione degli stranieri nel tessuto sociale e politico italiano. Il secondo capitolo affronta invece il discorso delle politiche di esclusione, analizzandone l’applicazione e i vari tipi di normative, basandosi sulle statistiche più recenti per quanto riguarda la situazione di intolleranza e xenofobia in Italia. Il terzo capitolo comprende il corpus delle interviste, preceduto dalla giustificazione del caso studio e dall’esposizione dei metodi di ricerca. Le interviste sono poi seguite da un’interpretazione dei risultati raccolti, con relative conclusioni ed esposizione degli eventuali limiti della ricerca, e conseguenti ipotesi sulla possibilità di sviluppare futuri studi sul tema.
