The research aims to analyze the implementation of state/cantonal policies in the flows’ management of people and goods through the work of the Italian and Swiss (specifically in the Ticino region) border police and all the other actors involved, in various historical periods, such as pre- and post-Schengen and during the Covid-19 pandemic. To this end, the research includes interviews with police officers in the Italian and Swiss customs territory, in order to understand how the border control is carried out in a socio-territorial context characterized by a large flow of cross-border workers and commercial vehicles. The ultimate goal of the study is to understand the distance between law in books and law in action in international trade and transport policies and international migration and labor policies at the Italian-Swiss border
La ricerca intende analizzare l’implementazione delle politiche statali/cantonali nella gestione dei flussi di persone e merci attraverso l’operato della polizia di frontiera italiana e svizzera (in particolare quella ticinese) di tutti gli altri attori coinvolti, in vari periodi storici, come quello pre e post-Schengen e durante la pandemia di Covid-19. A tale scopo, la ricerca prevede delle interviste agli operatori delle forze di polizia in territorio doganale italiano e svizzero, cercando di capire come si svolge il presidio dei confini in un contesto socio-territoriale caratterizzato da un grande flusso di lavoratori frontalieri e veicoli commerciali. Lo scopo ultimo dello studio è capire la distanza tra law in books e la law in action nelle politiche commerciali e di trasporto internazionale e le politiche migratorie e del lavoro internazionale al confine italo-svizzero
