WHISTLEBLOWER: L'EROE CHE PORTA LA LUCE

This paper, as indicated by the title "Whistleblower, the Hero Who Brings Light," discusses the whistleblower, a worker who, in the course of their work, becomes aware of certain irregularities and corrupt practices. The title superimposes the masculine noun "hero" over this legal institution precisely because the aim is to understand the whistleblower as a positive figure, absolutely beneficial to the public administration, rather than as a negative individual, comparable to a spy. Finally, the title refers to the concept of light. Indeed, this paper does not seek to analyze only the figure of the whistleblower, but rather the analysis of the whistleblower is intended to be the result of a broader reasoning, a common thread, that takes into consideration many aspects, such as, for example, the notion of transparency.

Questo elaborato, come indicato dal titolo “Whistleblower, l’eroe che porta la luce” tratta del Whistleblower che è il segnalatore ovvero il lavoratore che, nello svolgimento delle proprie attività lavorative, si rende conto di determinate irregolarità e situazioni corruttive. A tale istituto giuridico, nel titolo, viene sovrapposto il sostantivo maschile “eroe” proprio perché lo scopo è quello di intendere il segnalatore di illeciti come una figura positiva e assolutamente vantaggiosa per la pubblica amministrazione e non come un individuo negativo, assimilabile al concetto di spia. Infine, il titolo riporta il concetto di luce, infatti, in tale trattato, non si vuole analizzare soltanto la figura del segnalatore di illeciti, ma l’analisi del Whistleblower vuole essere il risultato di un ragionamento più ampio, di un file rouge, che prende in considerazione molti aspetti come, per esempio, la nozione di trasparenza.
