The growing popularity of Smart Cities has revolutionised the way urban areas are experienced and managed, with a particular focus on safety, efficiency and quality of life. In this context, video surveillance systems play a central role in helping to achieve these objectives. However, it should not be underestimated that these video surveillance systems raise issues concerning cybersecurity, the protection of rights and geopolitical issues. The aim of this thesis is to analyse the impact of video surveillance on Smart Cities. After outlining the evolution of both Smart Cities and video surveillance systems, I will explore the geopolitical implications related to strategic power and international competition, citing specific cases. The European and international regulatory framework and the role of risk management will also be examined. Finally, the last chapter will be devoted to analysing the threats and vulnerabilities that can affect these video surveillance systems, supported by two case studies, one Italian and one international, with the aim of demonstrating how video surveillance and, in general, the digital world are a crucial point between innovation, security and freedom.
La crescente diffusione delle Smart Cities ha rivoluzionato il modo in cui le aree urbane vengono vissute e gestite, con particolare attenzione alla sicurezza, all’efficienza e alla qualità della vita. In questo contesto, i sistemi di videosorveglianza assumono un ruolo centrale, contribuendo al raggiungimento di tali obiettivi. Tuttavia, non c’è da sottovalutare che questi sistemi possano sollevare problemi riguardanti la cibersicurezza, la tutela dei diritti e questioni geopolitiche. L’obiettivo della tesi è analizzare quanto la videosorveglianza abbia impatto sulle Smart Cities. Dopo aver inquadrato le evoluzioni di quest’ultime e dei sistemi di videosorveglianza, approfondirò le implicazioni geopolitiche legate al al potere strategico e alla competizione internazionale, portando alcuni casi nello specifico. Sarà inoltre esaminato il quadro normativo europeo e internazionale e il ruolo della gestione del rischio. Infine, l’ultimo capitolo sarà dedicato all’analisi delle minacce e delle vulnerabilità che possono colpire questi sistemi di videosorveglianza, sostenuti da due casi studio, uno italiano e uno internazionale, con l’obiettivo di dimostrare come la videosorveglianza e, in generale, il mondo digitale debbano essere un punto cruciale tra innovazione, sicurezza e libertà.
