Will the European Union be able to counter the loss of competitiveness observed in comparison to countries with less stringent environmental policies? This paper examines the Carbon Border Adjustment (CBA) as a tool used by the EU to address carbon leakage and protect industrial competitiveness. After reviewing the regulatory evolution, it analyzes the economic, environmental, and social impacts of the mechanism. The study concludes with an analysis of future developments and implications for Italy, with particular attention to the energy sector. The research highlights the specific features, critical issues, and operational mechanisms of the CBA, presenting it as the beginning of a new regulatory paradigm aimed at rebalancing the global environmental and economic landscape.
L’Unione Europea sarà in grado di contrastare la perdita di competitività riscontrata nei confronti di paesi meno rigorosi in materia di politiche ambientali? Il testo esamina il Carbon Border Adjustment (CBA) come strumento dell’UE per contrastare il carbon leakage e tutelare la competitività industriale. Dopo aver ripercorso l’evoluzione normativa, si analizzano gli impatti economici, ambientali e sociali del meccanismo. Il lavoro si conclude con un’analisi delle prospettive evolutive future e delle implicazioni per l’Italia, con particolare attenzione al settore energetico. Lo studio evidenzia le peculiarità, le criticità e i meccanismi di funzionamento del CBA, presentandolo come l’avvio di un nuovo paradigma normativo finalizzato a riequilibrare lo scenario ambientale ed economico globale.
