This dissertation examines the Carbon Border Adjustment Mechanism (CBAM), a policy instrument introduced by the European Union to address the issue of carbon leakage and ensure a fairer competitive environment between European and non-EU companies. After outlining the rationale and objectives behind the mechanism, it describes its operational framework and the criteria used to calculate the embedded emissions of imported products. The core of the research focuses on the economic effects of this measure in the cement sector, assessing its impact on prices, trade flows, and competitiveness. Finally, the dissertation explores the broader context in which the CBAM operates, comparing it with a traditional tariff, discussing its compatibility with WTO regulations, and highlighting its future development prospects within the framework of European trade policy.
L’elaborato analizza il Carbon Border Adjustment Mechanism (CBAM), lo strumento introdotto dall’Unione Europea per contenere il fenomeno del carbon leakage e ottenere condizioni di concorrenza più eque tra imprese europee ed extra-comunitarie. Dopo aver presentato le motivazioni e gli obiettivi alla base del meccanismo, se ne descrive il funzionamento e i criteri di calcolo delle emissioni incorporate. Seguendo, il lavoro si concentra sull’analisi economica degli effetti di questa misura applicata al settore del cemento, valutandone l’impatto su prezzi, flussi commerciali e competitività. Una volta illustrato il CBAM, l’elaborato esamina il contesto in cui il esso si inserisce, confrontandolo con un dazio tradizionale, discutendone la compatibilità con le norme del WTO e presentando le prospettive di sviluppo future nel quadro della politica commerciale europea.
