This thesis explores the evolution of social welfare, tracing its development from its origins through its consolidation in the Italian context and its subsequent crisis. It examines the transformations of the welfare state and the emergence of innovative welfare models, with particular attention to the generative welfare paradigm. This approach, discussed in terms of both its strengths and limitations, offers a framework for rethinking public action in poverty alleviation by fostering individual and collective capabilities and strengthening community ties. The final section focuses on the housing issue in the city of Padua, drawing on accounts from practical experiences in poverty reduction. These contributions highlight how the principles of generative welfare are implemented in local policies and territorial practices.
Il seguente elaborato analizza l’evoluzione del Welfare sociale, dalla sua nascita, al suo sviluppo nel contesto italiano, fino alla sua crisi. In questo quadro vengono approfondite le trasformazioni dello Stato sociale e l’emergere di forme innovative con particolare riferimento al paradigma del welfare generativo. Tale modello, riportato nelle sue potenzialità e limiti, viene interpretato come un approccio capace di ripensare l’intervento pubblico nel contrasto alla povertà, promuovendo lo sviluppo delle capacità individuali e collettive e il rafforzamento dei legami comunitari. In ultima analisi si affronta la questione abitativa nel contesto padovano, avvalendosi della testimonianza di esperienze operative di contrasto alla povertà, che consentono di osservare come i principi del welfare generativo trovino applicazione nelle pratiche territoriali e nelle politiche locali.
