The Italian National Health Service faces increasingly complex challenges in terms of economic sustainability and resource management efficiency. The interaction between the public and private sectors has sparked a debate about whether competition between the two systems can improve the overall performance of the NHS. This research aims to analyze the relationship between the public and private sectors in healthcare, assessing whether and to what extent their competition can foster greater efficiency in the national healthcare system. Healthcare within a country is a key sector for the well-being of citizens and for overall economic stability. In today's context, where public healthcare spending is constantly growing, it is essential to understand whether the introduction of competition represents an opportunity or, conversely, a risk for the quality and accessibility of healthcare services. The research questions I posed are: Is the private sector more efficient than the public sector? If so, what are the factors that determine its greater efficiency? Which Italian regional models, characterized by a greater presence of the private sector, demonstrate significant results in terms of efficiency? Is there evidence suggesting improved healthcare provision in regions where the private sector is more integrated into the National Health Service? Several Italian regional contexts will be examined, comparing healthcare governance models where the private sector is more or less integrated into the National Health Service. The methodology adopted involves an analysis of data from institutional sources such as the Ministry of Health, Agenas, and Istat, as well as academic studies and industry reports. The approach will be based on a comparative assessment of key indicators, including waiting times for healthcare services, per capita healthcare expenditure, hospital efficiency, essential levels of care (LEA), utilization rates of public and private facilities, user satisfaction, and healthcare costs. The expected results involve the possibility of identifying virtuous models of public-private integration that can ensure economic sustainability without compromising the universality of the service
Il Servizio Sanitario Nazionale italiano si trova di fronte a sfide sempre più complesse in termini di sostenibilità economica ed efficienza nella gestione delle risorse. L’interazione tra il settore pubblico e privato ha generato un dibattito sulla possibilità che la competizione tra i due sistemi differenti possa migliorare le prestazioni complessive del SSN. La ricerca si propone di analizzare il rapporto tra pubblico e privato in sanità, valutando se e in che misura la loro competizione possa favorire una maggiore efficienza nel sistema sanitario nazionale. Il tema della sanità all’interno di uno stato rappresenta un settore chiave per il benessere dei cittadini e per l’equilibrio generale. Nel contesto odierno, in cui la spesa sanitaria pubblica è in continua crescita, diventa essenziale comprendere, se l’introduzione di elementi di concorrenza possa rappresentare un’opportunità o, al contrario, un rischio per la qualità e l’accessibilità dei servizi sanitari. Le domande di ricerca che mi sono posto: Il settore privato è più efficiente di quello pubblico? Se sì, quali sono i fattori che ne determinano la maggiore efficienza? Quali modelli regionali italiani, caratterizzati da una maggiore presenza del settore privato, mostrano risultati significativi in termini di efficienza?” Esistono evidenze che suggeriscono un miglioramento delle prestazioni sanitarie nelle regioni in cui il privato è maggiormente integrato nel SSN?” Saranno prese in esame diverse realtà regionali italiane, confrontando modelli di governance sanitaria in cui il privato è più o meno integrato nel SSN. La metodologia adottata prevede un’analisi dei dati provenienti da fonti istituzionali come il Ministero della Salute, l’Agenas e l’Istat, oltre a studi accademici e report di settore. L’approccio sarà basato su una valutazione comparativa di indicatori chiave, tra cui tempi di attesa per le prestazioni sanitarie, spesa sanitaria pro capite, efficienza delle strutture ospedaliere, livelli essenziali di assistenza LEA, tasso di utilizzo delle strutture pubbliche e private, soddisfazione degli utenti e costi delle prestazioni sanitarie. I risultati attesi riguardano la possibilità di individuare modelli virtuosi di integrazione tra pubblico e privato che possano garantire sostenibilità economica senza compromettere l’universalità del servizio
