This research aims to analyse the presence of Muslims in the Italian urban context, taking places of prayer as privileged points of observation for transformations in the urban landscape and for regulation of religious pluralism. Adopting a socio-spatial perspective, in which space is not considered a neutral container but a social product, the study examines places of prayer not only in their material dimension but also in their symbolic and relational aspects. The concept of place-making is used as a central analytical lens, allowing an exploration of how religious citizenship is shaped through everyday practices, organizational arrangements, and interactions with institutions and local actors. In addition, the theoretical framework incorporates a critical reading of secularization, interpreting the secular not as neutrality but as an active regulatory device that hierarchizes religious presences within the public space. The methodology follows a qualitative approach structured in two phases: first, a mapping of Islamic associations in the Veneto region, which identified 97 centres across the territory and provided initial overview of the regional landscape; second, the conduction of 21 semi-structured interviews across four provinces in Veneto, involving 14 Islamic cultural centres as well as some local institutional actors. The analysis shows that Muslim places of prayers function as multifunctional spaces where religious, social, and welfare practices intertwine in the everyday lives of believers. The research highlights the impact of restrictive regulatory frameworks, particularly Regional Law 12/2016, which affects the visibility and stability of communities, fostering an incomplete institutionalization. As a result, the trajectories of associations become intertwined with what can be defined as an administrative production of religion, that is, the set of procedures, regulatory constraints, and bureaucratic practices through which local institutions regulate, define, and make religious presence visible in urban space. In response to these constraints, communities adopt adaptive strategies such as architectural mimicry and community-based self-financing. The case study of the city of Padua is examined as a social laboratory in which these processes of negotiation can be closely observed. Spaces of prayer in Padua emerge as social infrastructures and nodes of informal welfare, capable of providing support to newcomers and fostering intergenerational cultural transmission. Specific cases, such as that of Via Turazza, illustrate the regulatory vulnerability of these spaces and the selective enforcement of existing regulations. Finally, the analysis of burial spaces confirms that the management of death represents a crucial indicator of territorial rootedness and of the claim to full religious citizenship. Overall, the thesis demonstrates that places of prayer are not simply indicators of Muslim presence but devices through which the relationship between religion and urban space becomes empirically observable. Visibility and recognition do not emerge as stable conditions but as continuously renegotiated processes, in which legitimacy is constructed through civic engagement and relational networks, reflecting the tensions and transformations of the post-secular city.
La presente ricerca analizza la presenza musulmana nello spazio urbano italiano assumendo i luoghi di preghiera come osservatorio privilegiato delle trasformazioni del paesaggio urbano e delle forme di regolazione del pluralismo religioso. Adottando una prospettiva socio-spaziale, in cui lo spazio non è considerato un contenitore neutro ma un prodotto sociale, il lavoro considera gli spazi di preghiera non solo nella loro dimensione materiale ma anche nella loro dimensione simbolica e relazionale. La categoria del place-making emerge come nodo centrale, portando ad esplorare come la cittadinanza religiosa prenda forma attraverso le pratiche quotidiane, gli assetti organizzativi e le interazioni con le istituzioni e gli attori locali. Inoltre, l’impianto teorico integra una lettura critica della secolarizzazione, interpretando il secolare non come neutralità, ma come un dispositivo attivo di regolazione che gerarchizza le presenze religiose nello spazio pubblico La metodologia adotta un approccio qualitativo articolato in due fasi: una mappatura delle realtà associative in Veneto, che ha censito 97 centri sul territorio regionale e ha consentito una prima ricognizione del panorama associativo regionale; e lo svolgimento di 21 interviste semi-strutturate, distribuite su quattro province venete, coinvolgendo 14 centri culturali islamici, oltre ad alcuni attori istituzionali del territorio. Dall’analisi emerge come i luoghi di preghiera musulmani si configurino come spazi multifunzionali, in cui pratiche religiose, sociali e assistenziali si intrecciano nella vita dei fedeli. La ricerca evidenzia l’impatto di dispositivi restrittivi. In particolare, la Legge Regionale 12/2016 che condiziona la visibilità e la stabilità delle comunità, alimentando un’istituzionalizzazione incompleta. Ciò porta le traiettorie delle associazioni a intrecciarsi con una produzione amministrativa della religione, ossia con l’insieme di procedure, vincoli normativi e pratiche burocratiche attraverso cui le istituzioni locali regolano, definiscono e rendono visibile la presenza religiosa nello spazio urbano. Di fronte a queste barriere, le comunità attuano tattiche di adattamento, come il mimetismo architettonico e l’autofinanziamento comunitario. Il caso di studio della città di Padova viene analizzato come un laboratorio sociale in cui osservare da vicino questi processi di negoziazione. Le sale di preghiera padovane emergono come vere e proprie infrastrutture sociali e nodi di welfare informale, capaci di fornire supporto ai nuovi arrivati e favorire la trasmissione culturale intergenerazionale. Casi specifici, come quello di via Turazza, mostrano la vulnerabilità normativa di questi spazi e l’attuazione selettiva della normativa in vigore. Infine, l’indagine sugli spazi di sepoltura conferma come la gestione della morte rappresenti un indicatore cruciale del radicamento territoriale e della rivendicazione di una piena cittadinanza religiosa. Nel complesso, la tesi mostra come i luoghi di preghiera non siano solo indicatori della presenza musulmana, ma dispositivi attraverso cui diventa empiricamente osservabile il rapporto tra religione e spazio urbano. La visibilità e il riconoscimento emergono non come dati stabili, ma come processi continuamente rinegoziati, in cui la legittimità si costruisce attraverso l'impegno civico e le reti relazionali, riflettendo le tensioni e le trasformazioni della città post-secolare.
