Mountain meadows and pastures are semi-natural ecosystems of high environmental, cultural, and economic value. However, their presence in the Alps has declined dramatically over the last 50 years due to several factors, such as the abandonment of agro-pastoral activities and the effects of climate change, resulting in a consequent reduction in the ecosystem and economic benefits associated with them. This study focuses on the mountainous area of the Alto Piave as a representative context of these dynamics. The document analyses the potential practical outcomes of associative tools for the management of meadow-pastures areas in the conservation and enhancement of the mountain pastoral landscape, with particular attention to the innovative instrument of the Land Consolidation Association (Associazione Fondiaria, AsFo). The investigation is based on the analysis of relevant legislation and on qualitative interviews conducted with representatives of three associations based in the Piedmont region. The study shows how the AsFo model promotes the functional recovery of abandoned lands and stimulates new employments in economically disadvantaged areas, although its effectiveness depends on the presence of adequate supporting policies and its integration into locat socio-economic contexts.
Prati e pascoli montani sono ecosistemi semi-naturali dall’elevato valore ambientale, culturale ed economico. Tuttavia, la loro presenza sulle Alpi è diminuita drasticamente negli ultimi 50 anni a causa di problematiche come l’abbandono delle attività di agro-pastoralismo e gli effetti del cambiamento climatico, con la conseguente diminuzione dei benefici ecosistemi ed economici ad esse collegati. Questo studio si concentra sull’area montana dell’alto Piave Come contesto rappresentativo di tali dinamiche. L’elaborato analizza i possibili riscontri pratici che gli strumenti associativi per la gestione delle superfici di prato-pascolo hanno nella salvaguardia e valorizzazione del paesaggio pastorale montano, con particolare attenzione allo strumento innovativo dell’Associazione Fondiaria (AsFo). L’indagine è basata sull’analisi della normativa in materia e su interviste qualitative sottoposte ai rappresentanti di tre associazioni piemontesi. Dallo studio emerge come il modello AsFo favorisca il recupero funzionale dei terreni abbandonati e stimoli nuova occupazione nelle aree economicamente svantaggiati, nonostante la sua efficacia dipenda dalla presenza di adeguate politiche di sostegno che ne promuovano le attività e l’integrazione nei contesti socioeconomici locali.
