Oltre il viaggio: accoglienza e accompagnamento sociale dei Minori Stranieri Non Accompagnati

This thesis examines the phenomenon of Unaccompanied Foreign Minors (UFMs) in Italy, with particular attention to the reception system and the role of social services in the processes of care, protection, and integration. The study explores the relevant legal framework, the evolution of migration flows, and the main factors that motivate minors to undertake the migration journey, highlighting the needs and vulnerabilities that characterize this experience. It then presents the Italian reception system and the main forms of protection available, including foster care, residential community placement, and assisted voluntary return, outlining their strengths and critical issues. Particular attention is devoted to the role of the social worker within the multidisciplinary team through an analysis of professional functions, tools, and responsibilities. The thesis is further enriched by two qualitative interviews with professionals working in the field of reception and support for unaccompanied foreign minors, providing valuable insights into the challenges of the current system and potential perspectives for improving reception and integration practices.

La presente tesi analizza il fenomeno dei Minori Stranieri Non Accompagnati (MSNA) in Italia, con particolare attenzione al sistema di accoglienza e al ruolo dei servizi sociali nei processi di presa in carico e integrazione. L’elaborato approfondisce il quadro normativo di riferimento, l’evoluzione dei flussi migratori e le principali motivazioni che spingono i minori a intraprendere il percorso migratorio, evidenziando i bisogni e le vulnerabilità che caratterizzano questa esperienza. Successivamente, viene presentato il sistema di accoglienza italiano e le principali forme di tutela previste, tra cui l’affido familiare, l’accoglienza in comunità e il rimpatrio assistito, mettendone in luce potenzialità e criticità. Particolare attenzione è dedicata al ruolo dell’assistente sociale all’interno dell’équipe multidisciplinare, attraverso l’analisi di funzioni, strumenti e responsabilità professionali. L’elaborato si arricchisce inoltre di due interviste qualitative a professionisti operanti nell’ambito dell’accoglienza dei MSNA, utili a evidenziare criticità e possibili prospettive di miglioramento del sistema di accoglienza e integrazione.
