The work aims to present federalism as a tool for the solution of the European geopolitical and internal governance crises that destabilize the current structure of the European Union. The first chapter deals with the meaning of federalism, and then explores some important passages in the historical genealogy of federalism and the European federal project and then continues with the types of federalism. The second chapter examines some of the most important theories of European integration, in particular neofunctionalism, liberal intergovernmentalism, multilevel governance, differentiated integration and variable geometries. The third chapter, through the analysis of some cases of conflict in federal systems, highlights how these dynamics can be useful for understanding specific aspects of European integration. The last chapter sets out the progress made to date in the process of European integration and the proposals for reform. Finally, with a pragmatic look, the thesis presents the scenarios and methods of reform of the institutional arrangements for a future of a federal Europe.
Il lavoro ambisce a presentare il federalismo come strumento per la soluzione delle crisi geopolitiche europee e di governance interne che destabilizzano l’assetto attuale dell’Unione Europea. Nel primo capitolo viene affrontato il significato di federalismo, per poi approfondire alcuni importanti passaggi della genealogia storica del federalismo e del progetto federale europeo per poi proseguire con le tipologie di federalismo. Nel secondo capitolo vengono esaminate alcune tra le teorie più importanti dell’integrazione europea, in particolare il neofunzionalismo, l’intergovernamentalismo liberale, la governance multilivello, l’integrazione differenziata e a geometrie variabili. Il terzo capitolo, attraverso l’analisi di alcuni casi di conflitto nei sistemi federali, mette in luce come tali dinamiche possano essere utili per capire specifici aspetti dell’integrazione europea. Nell’ultimo capitolo vengono esposti gli avanzamenti fatti sino ad oggi nel processo di integrazione europea e le proposte di riforma. Infine, con uno sguardo pragmatico, la tesi presenta gli scenari e le modalità di riforma degli assetti istituzionali per un futuro di Europa federale.
