This thesis analyses the Dublin Convention of 1990 and the role of the Italian press in shaping the public debate on immigration and the right to asylum between the 1990s and the 2000s. The study focuses on the European context following the end of the Cold War, characterised by increasing migratory flows towards Western Europe and by the need to create common instruments for managing applications for international protection. Particular attention is dedicated to the Italian case, where immigration gradually became a central issue in political and media debate, especially after the crisis of the First Republic and the emergence of new political forces. In this context, the Dublin system became the object of different interpretations, influenced both by political orientations and by media representation. Through the analysis of newspapers such as Corriere della Sera, La Repubblica, Il Manifesto and Il Giornale, the thesis highlights how migration was described from different perspectives: on the one hand as an issue related to European integration and the protection of rights, and on the other as a problem of security and border control. Finally, the thesis shows how the Dublin system, originally created to coordinate European asylum policies, gradually revealed important political and structural limits.

La presente tesi analizza la Convenzione di Dublino del 1990 e il ruolo della stampa italiana nella costruzione del dibattito pubblico sull’immigrazione e sul diritto d’asilo tra gli anni Novanta e Duemila. L’elaborato si concentra sul contesto europeo successivo alla fine della Guerra Fredda, caratterizzato dall’aumento dei flussi migratori verso l’Europa occidentale e dalla necessità di creare strumenti comuni per la gestione delle domande di protezione internazionale. Particolare attenzione viene dedicata al caso italiano, dove l’immigrazione assume progressivamente una posizione centrale nel dibattito politico e mediatico, soprattutto dopo la crisi della Prima Repubblica e l’emergere di nuove forze politiche. In questo contesto, il sistema di Dublino diventa oggetto di interpretazioni differenti, influenzate sia dagli orientamenti politici sia dalla rappresentazione proposta dalla stampa. Attraverso l’analisi di quotidiani come Corriere della Sera, La Repubblica, Il Manifesto e Il Giornale, la tesi evidenzia come il fenomeno migratorio venga descritto secondo prospettive diverse: da un lato come questione legata all’integrazione europea e alla tutela dei diritti, dall’altro come problema di sicurezza e controllo delle frontiere. L’elaborato mostra infine come il sistema di Dublino, nato per coordinare le politiche europee in materia di asilo, abbia evidenziato nel tempo importanti limiti politici e strutturali.

THE DUBLIN CONVENTION IN THE ITALIAN POLITICAL DEBATE: THE ROLE OF THE PRESS IN DIFFERENT INTERPRETATIONS
La presente tesi analizza la Convenzione di Dublino del 1990 e il ruolo della stampa italiana nella costruzione del dibattito pubblico sull’immigrazione e sul diritto d’asilo tra gli anni Novanta e Duemila. L’elaborato si concentra sul contesto europeo successivo alla fine della Guerra Fredda, caratterizzato dall’aumento dei flussi migratori verso l’Europa occidentale e dalla necessità di creare strumenti comuni per la gestione delle domande di protezione internazionale.
