The way a newspaper tells the story of immigration is never neutral. Starting from this premise, the thesis investigates the role of the newspaper "La Verità" in representing the immigration policies of the Meloni government, asking whether the outlet merely informs or rather acts as a tool of agenda building in support of the executive. The underlying question is whether an openly partisan newspaper can play an active role in shaping the political agenda: a still under-explored field, given that existing studies have focused mainly on large mainstream newspapers. The first chapter sets out the theoretical framework. Migration is treated not as a sudden emergency, but as a structural and complex problem, whose public perception depends largely on how the media portray it. The theories of agenda setting, framing and gatekeeping, together with the notion of the polarized pluralism of the Italian media system, make it possible to read the press as a political actor, and not merely an informative one. The methodology is also presented: a qualitative content analysis, attentive to the link between media discourse and the construction of the agenda, based on a coding scheme that identifies three aspects within the texts: the prominence given to news items, the sources granted a voice, and the frames that emerge from the language. The second chapter examines the agenda of the Meloni government, on both the communicative and the legislative level. A constant reframing of the migration issue emerges, whereby a complex phenomenon is reduced to a matter of public order and sovereignty. Communication and lawmaking proceed hand in hand: the narrative of emergency justifies the measures, and the measures in turn feed that narrative. The third chapter constitutes the empirical part. Fifteen articles from "La Verità" were analysed, spread across five key moments of the government's first semester, between October 2022 and May 2023: the "Piantedosi case", the code of conduct for NGOs and Decree-Law 1/2023, the Mattei Plan, the Cutro shipwreck, and the subsequent "Cutro Decree" (Decree-Law 20/2023, Law 50/2023). The results confirm the initial hypothesis: the newspaper combines two frames, the "threat to sovereignty" and the "failure of the left", and behaves as a selective gatekeeper, giving space to government voices while marginalising any alternative reading. More than mere information, what emerges is a construction of consensus. On a theoretical level, the case of "La Verità" shows that the dynamics of agenda building operate with particular effectiveness in partisan newspapers, where the overlap between editorial line and government agenda amplifies the legitimisation of political choices. The research ultimately highlights how the mere coexistence of newspapers with different orientations is not enough to guarantee a genuine pluralism of viewpoints, and invites us to look at the media not as a mirror of reality, but as one of the places where that reality is constructed.
Il modo in cui un giornale racconta l'immigrazione non è mai neutro. Partendo da questo presupposto, la tesi indaga il ruolo del quotidiano "La Verità" nella rappresentazione delle politiche in materia di immigrazione del governo Meloni, e si chiede se la testata si limiti a informare o agisca piuttosto come strumento di agenda building a sostegno dell'esecutivo. La domanda di fondo è se un giornale dichiaratamente schierato possa avere un ruolo attivo nel definire l'agenda politica: un terreno ancora poco esplorato, dato che gli studi esistenti si sono concentrati soprattutto sui grandi quotidiani mainstream. Il primo capitolo costruisce il quadro teorico. La migrazione non viene trattata come un'emergenza improvvisa, ma come un problema strutturale e complesso, la cui percezione dipende in larga parte da come i media lo raccontano. Le teorie dell'agenda setting, del framing e del gatekeeping, insieme alla riflessione sul pluralismo polarizzato del sistema editoriale italiano, permettono di leggere la stampa come attore politico, e non solo informativo. Viene inoltre presentata la metodologia: un'analisi del contenuto di tipo qualitativo, attenta al legame tra discorso mediatico e costruzione dell'agenda, basata su uno schema di codifica che individua nei testi tre aspetti: la rilevanza data alle notizie, le fonti a cui si dà voce e i frame che emergono dal linguaggio. Il secondo capitolo guarda all'agenda del governo Meloni, sul versante comunicativo e su quello normativo. Emerge un reframing costante della questione migratoria, che da fenomeno complesso viene ridotta a problema di ordine pubblico e di sovranità. Comunicazione e produzione di norme procedono insieme: il racconto dell'emergenza giustifica i provvedimenti, e i provvedimenti a loro volta alimentano quel racconto. Il terzo capitolo costituisce la parte empirica. Sono stati analizzati quindici articoli de "La Verità", distribuiti su cinque momenti chiave del primo semestre di governo, tra ottobre 2022 e maggio 2023: il "caso Piantedosi", il codice di condotta per le ONG e il D.L. 1/2023, il Piano Mattei, la strage di Cutro e il successivo "Decreto Cutro" (D.L. 20/2023, L. 50/2023). I risultati confermano l'ipotesi iniziale: il giornale tiene insieme due cornici, la "minaccia alla sovranità" e il "fallimento delle sinistre", e si comporta da gatekeeper selettivo, dando spazio alle voci del governo e lasciando ai margini ogni lettura alternativa. Più che semplice informazione, ne emerge una costruzione del consenso. Sul piano teorico, il caso de "La Verità" mostra che le dinamiche di agenda building operano con particolare efficacia nelle testate schierate, dove la sovrapposizione tra linea editoriale e agenda di governo amplifica la legittimazione delle scelte politiche. La ricerca evidenzia infine come la semplice coesistenza di giornali con orientamenti diversi non basti a garantire un reale pluralismo di punti di vista, e invita a guardare ai media non come a uno specchio della realtà, ma come a uno dei luoghi in cui quella realtà viene costruita.
