This thesis examines public policies aimed at the social reintegration of incarcerated individuals, with a specific focus on the Italian context and the case study of the city of Padua. Reintegration represents one of the key challenges in contemporary penal policy, as it requires moving beyond a purely punitive approach toward one that emphasizes social inclusion, the protection of rights, and the reduction of recidivism. The study aims to evaluate the effectiveness of reintegration measures implemented at the local level, with particular attention to policy instruments such as employment, vocational training, housing support, and territorial networks. The analysis adopts a multidimensional approach that combines three levels of inquiry: a theoretical and legal framework of penal policies, a documentary analysis of existing programs and practices, and an empirical investigation based on interviews with key actors involved in the system, including practitioners, institutional representatives, and incarcerated or formerly incarcerated individuals. Special attention is devoted to the Padua model, characterized by a multi-level governance structure and a well-developed local network involving public institutions, social services, and third-sector organizations. This context provides an opportunity to highlight both the strengths of an integrated reintegration approach and the critical issues related to fragmented interventions, limited resources, and coordination challenges among stakeholders. The findings suggest that the effectiveness of reintegration policies depends on the continuity between prison and community-based interventions, the personalization of support pathways, and the ability to ensure access to employment, housing, and social relationships. The thesis concludes by proposing possible improvements to local policies, emphasizing the need to strengthen institutional coordination and to promote integrated strategies aimed at the full social inclusion of individuals transitioning out of the penal system.
La presente tesi analizza le politiche pubbliche di reinserimento sociale delle persone detenute, con particolare riferimento al contesto italiano e al caso studio della città di Padova. Il tema del reinserimento rappresenta una delle principali sfide delle politiche penitenziarie contemporanee, poiché implica il superamento di una concezione meramente punitiva della pena a favore di un approccio orientato all’inclusione sociale, alla tutela dei diritti e alla riduzione della recidiva. Il lavoro si propone di valutare l’efficacia delle misure di reinserimento promosse a livello locale, con attenzione agli strumenti di policy quali lavoro, formazione, supporto abitativo e reti territoriali. L’analisi si sviluppa attraverso un approccio multidimensionale che integra tre livelli: un inquadramento teorico e normativo delle politiche penitenziarie, un’analisi documentale delle pratiche e dei programmi esistenti, e una ricerca empirica basata su interviste a soggetti coinvolti nel sistema (operatori, istituzioni e persone detenute o ex detenute). Particolare rilievo viene attribuito al modello padovano, caratterizzato da una governance multilivello e da una rete territoriale composta da enti pubblici, servizi sociali e organizzazioni del terzo settore. Tale contesto consente di osservare sia le potenzialità di un approccio integrato al reinserimento, sia le criticità legate alla frammentazione degli interventi, alla carenza di risorse e alle difficoltà di coordinamento tra gli attori coinvolti. I risultati evidenziano come l’efficacia delle politiche di reinserimento dipenda dalla continuità dei percorsi tra carcere e territorio, dalla personalizzazione degli interventi e dalla capacità di garantire accesso a opportunità lavorative, abitative e relazionali. La tesi si conclude proponendo alcune prospettive di miglioramento delle politiche locali, sottolineando l’importanza di rafforzare il coordinamento istituzionale e di promuovere strategie integrate orientate alla piena inclusione sociale delle persone in uscita dal sistema penale.
