Air transport represents a strategic and continuously expanding industry; however, it is also particularly exposed to sudden downturns arising from the social phenomena that shape its environment. This dissertation aims to examine the seemingly residual yet still decisive role of the State in supporting privately owned and mixed-ownership airlines during periods of crisis, as well as the implications such interventions generate in terms of competition and public finance. The thesis is divided into three chapters. The first part retraces the main stages of the European air transport privatization process, which led to the emergence of private and mixed ownership structures. The second chapter analyses the regulatory role of States and European institutions within the sector, with particular emphasis on European environmental standards and State aid regulation. The third chapter develops a comparative analysis of public intervention throughout the evolution of the Lufthansa Group and the Air France-KLM Group, highlighting the different relationships established between the State and the national flag carriers. In conclusion, the dissertation proposes a reflection on the ambivalent relationship between the State and air transport, in which the boundary between the public and private spheres appears increasingly blurred.

Il trasporto aereo rappresenta un settore strategico e in costante espansione, ma al contempo risulta particolarmente esposto a improvvise contrazioni derivanti dai fenomeni sociali che caratterizzano l’ambiente. Il presente elaborato si propone di esaminare il ruolo, apparentemente residuale ma determinante, dello Stato nel sostenere le compagnie aeree a proprietà privata e mista durante situazioni di crisi, nonché le implicazioni in materia di concorrenza e finanza pubblica che ne derivano. La tesi si articola in tre capitoli: la prima parte ripercorre le principali tappe del processo di privatizzazione del trasporto aereo europeo, che hanno condotto alla formazione di assetti proprietari privati e misti. Il secondo capitolo esamina il ruolo regolatorio dello Stato e delle istituzioni europee nelle dinamiche del settore, attribuendo particolare rilievo agli standard comunitari in materia ambientale e alla normativa sugli aiuti di Stato. Il terzo capitolo sviluppa un'analisi comparata dell'intervento pubblico nel corso dell'evoluzione del Gruppo Lufthansa e del Gruppo Air France-KLM, evidenziando la differente relazione tra Stato e compagnie di bandiera. Infine, verrà proposta una riflessione sul rapporto ambivalente tra Stato e trasporto aereo, all’interno del quale il confine tra sfera pubblica e privata appare sempre più vaga.
