The aim of this thesis is to investigate the quality of democracy in the context of a recently established partially recognized state: Kosovo. After presenting a review of the literature on several theoretical concepts relevant to the analysis, the study will first provide a historical overview to explain how Kosovo achieved independence in 2008 and how the historical dynamics that have shaped the country—particularly the conflict of the late 1990s, as well as its status within the Socialist Federal Republic of Yugoslavia—have influenced and molded its current political system. Subsequently, the assessment of democratic quality will be conducted through the examination of six specific dimensions: the party system, the institutional framework, minority representation, the role and impact of the international UNMIK mission established by the United Nations, corruption, and the country's democratic quality as measured by selected international indicators. The analysis will also be supplemented by eight interviews conducted with representatives of Kosovo’s political sphere. Finally, in light of both the empirical findings and the theoretical framework presented, the thesis will draw conclusions regarding the quality of democracy in Kosovo, taking into account the evidence emerging from the analysis of the dimensions examined.
Il lavoro di tesi mira ad indagare la qualità della democrazia nel contesto di un paese a riconoscimento parziale di recente costituzione: il Kosovo. Dopo aver presentato una rassegna della letteratura di alcuni concetti teorici utili all’indagine, verrà illustrata anzitutto una cornice storica utile a comprendere come il Kosovo sia giunto alla sua indipendenza nel 2008 e come le dinamiche storiche che lo hanno interessato, in particolare il conflitto alla fine degli anni novanta ma anche il suo status nella Repubblica Socialista Federale di Jugoslavia, abbiano plasmato e influenzato il suo attuale sistema politico. In seguito, la misurazione della qualità democratica verrà effettuata attraverso l’indagine di sei specifiche dimensioni: sistema dei partiti, assetto istituzionale, rappresentanza delle minoranze, il ruolo e l’impatto lasciato dalla missione internazionale UNIMIK promossa dalle Nazioni Unite, la corruzione e la qualità democratica nel paese espressa da alcuni indicatori internazionali. L'analisi verrà inoltre integrata da otto interviste che hanno coinvolto alcuni rappresentanti della politica kosovara. Infine, alla luce di quanto presentato anche dal punto di vista teorico, verranno presentate le conclusioni dell’indagine considerando le informazioni che emergeranno dall’analisi delle dimensioni presentate.
