This thesis analyzes the operational, managerial, and coordination dynamics within complex construction sites, focusing on the case study of the "Val di Riga" railway bypass in Trentino-Alto Adige. Formally funded by the National Recovery and Resilience Plan, this infrastructure project integrates into the European Brenner Corridor, aiming to eliminate the historical train reversal at Fortezza station and significantly reduce travel times along the Verona-Fortezza-San Candido line. Drawing on field internship experience, this work examines the execution and structural transition between the Safety and Production departments. It highlights how document fragmentation and interference management among multiple subcontractors represent critical risks for both schedule compliance and worker protection protocols. The study provides a detailed framework of the principle of effectiveness applied to site personnel, focusing on the field-coordination role of site assistants and the technical interface with Engineering company of the Ferrovie dello Stato Italiane Group. Ultimately, the thesis proposes innovative optimization solutions based on digital information systems and Artificial Intelligence tools designed to streamline Quality, Environment, and Safety (QAS) document workflows and dynamically mitigate site risks. It demonstrates that the digital transition is a fundamental prerequisite for pairing industrial productivity with the highest occupational health and safety standards.
Il presente lavoro di tesi analizza le dinamiche operative, gestionali e di coordinamento all'interno dei cantieri definiti complessi, assumendo come caso studio la realizzazione della variante ferroviaria “Val di Riga” in Trentino-Alto Adige. L’opera, interamente finanziata con fondi Piano Nazionale di Ripresa e Resilienza, si inserisce nel Corridoio infrastrutturale europeo del Brennero con l'obiettivo di eliminare la storica inversione di marcia dei treni presso la stazione di Fortezza, riducendo drasticamente i tempi di percorrenza della tratta Verona-Fortezza-San Candido. Attraverso l'esperienza maturata sul campo, l'elaborato esamina la transizione strutturale ed esecutiva tra il reparto Sicurezza e il reparto Produzione, evidenziando come la frammentazione documentale e la gestione delle interferenze tra le molteplici imprese subappaltatrici rappresentino i principali fattori di rischio per il rispetto del cronoprogramma e degli standard di tutela dei lavoratori. Viene fornito un quadro dettagliato delle figure operanti in sito, con particolare focus sul ruolo di raccordo degli assistenti di cantiere e sull’interfaccia tecnica con l’alta sorveglianza della società di progettazione del Gruppo Ferrovie dello Stato S.p.A. Infine, la tesi propone soluzioni innovative di efficientamento basate sull'integrazione di sistemi informativi digitali e strumenti di Intelligenza Artificiale per l'ottimizzazione dei flussi documentali e la mitigazione dinamica dei rischi, dimostrando come la transizione digitale costituisca il prerequisito fondamentale per coniugare la massima produttività industriale con i massimi livelli di salute e sicurezza sul lavoro.
