The paper was born from an interest in the strategic and economic dynamics that govern the contemporary tourism sector. The research is driven by the desire to study tourism not as an aggregate of isolated sectors, but as a complex and heterogeneous ecosystem, whose constituent elements operate as a dense network of connections, where synergies between different demand segments represent the core of territorial development. Within this ecosystemic vision lies the analysis of the case of Padua. The city represents an emblematic example of a heterogeneous destination, where different souls (the trade fair, the artistic and the academic) coexist in a dynamic balance. In recent years, the destination has seen an increase in its attractiveness through a double push: on the one hand, the modernization of its business offering, on the other, the definitive international affirmation of its artistic heritage. Therefore, the following research illustrates how the flows of the major segments of influential tourism in Padua are managed and the relationship that characterizes them. The document is structured into five chapters, opening with a more general and theoretical section on the tourism phenomenon, leading to an analysis of the specific case of Padua and the formulation of operational proposals for the area. The first chapter outlines the historical evolution of the tourism phenomenon and defines its current models, delving into fundamental events and aspects that have changed national and international scenarios such as the Covid-19 pandemic, the conflicts in Ukraine and the Middle East, the primacy of digitalization, and the advent of Artificial Intelligence. In the second chapter, the focus shifts to destinations and the logic of Destination Management, examining the role of DMOs and the strategic planning tools needed to manage the complexity of territories. The third chapter contextualizes the set of rules governing tourism within the Veneto Region, focusing on Regional Law No. 11 of 2013, the structure of the 17 Destination Management Orgnizations (OGDs), and presenting data from the Regional Observatory and the strategic planning guidelines for tourism in the three-year period 2025-2027. The fourth chapter represents the heart of the paper. The city of Padua's increased tourist flows and its ability to combine business tourism with excellent cultural heritage are explored. Finally, the fifth chapter takes on a proactive nature: through benchmarking with the model's national best practice “Bologna Welcome”, operational strategies for strengthening the bleisure segment in Padua are outlined.
L'elaborato nasce dall’interesse verso le dinamiche strategiche ed economiche che governano il settore turistico contemporaneo. La ricerca è mossa dalla volontà di studiare il fenomeno turistico non come un aggregato di settori isolati, bensì come un ecosistema complesso ed eterogeneo, i cui elementi costitutivi operano come una fitta rete di connessioni, dove le sinergie tra i diversi segmenti di domanda rappresentano il fulcro dello sviluppo territoriale. All’interno di questa visione ecosistemica si colloca l’analisi del caso di Padova. La città rappresenta un esempio emblematico di destinazione eterogenea, dove anime diverse (quella fieristica, quella artistica e quella accademica) convivono in un equilibrio dinamico. Negli ultimi anni, la destinazione ha registrato un accrescimento della propria attrattività tramite una duplice spinta: da un lato la modernizzazione dell’offerta business, dall’altro la definitiva affermazione internazionale del suo patrimonio artistico. Dunque, nella seguente ricerca è illustrato il modo in cui sono gestiti i flussi dei segmenti maggiori del turismo influente a Padova e la relazione che li caratterizza. Il documento si struttura in cinque capitoli, si apre con una parte più generale e teorica del fenomeno turistico fino all’analisi del caso specifico di Padova e alla formulazione di proposte operative per il territorio. Il primo capitolo delinea l’evoluzione storica del fenomeno turistico e ne definisce i modelli attuali, approfondendo eventi ed aspetti fondamentali che hanno mutato gli scenari nazionali e internazionali come la pandemia di Covid-19, i conflitti in Ucraina e in Medio Oriente, il primato della digitalizzazione e l’avvento dell’Intelligenza Artificiale. Nel secondo capitolo l’attenzione si sposta sulle destinazioni e sulla logica del Destination Management, esaminando il ruolo delle DMO e gli strumenti di pianificazione strategica necessari per governare la complessità dei territori. Il terzo capitolo contestualizza il complesso di norme che regola il fenomeno turistico all’interno della Regione Veneto, compiendo un focus sulla Legge Regionale n. 11 del 2013, l’assetto delle 17 OGD e mostrando i dati dell’Osservatorio Regionale e le linee guida della programmazione strategica per il turismo nel triennio 2025-2027. Il quarto capitolo rappresenta il cuore dell’elaborato. Viene indagato l’incremento dei flussi turistici e la capacità della città di Padova di far convergere l’ambito del turismo d’affari con l’eccellenza del patrimonio culturale. Infine, il quinto capitolo assume un carattere proattivo: attraverso un benchmarking con la best practice nazionale del modello “Bologna Welcome” vengono delineate strategie operative per il potenziamento del segmento bleisure a Padova.
