This thesis aims to conduct an in-depth examination of the tax credit for Research and Development activities, analyzing its role within Italian fiscal policies designed to support industrial competitiveness. The study begins with a detailed reconstruction of the regulatory framework, outlining the transition from incremental incentive regimes to the volumetric ones introduced with the "Piano Transizione 4.0," before focusing on recent directives. To complement the theoretical analysis, the research utilizes specific case studies of companies operating in the aerospace sector, a field characterized by high technological intensity and long-term investment cycles. The field analysis reveals that the tax credit represents a significant factor in financial optimization, even for large-scale enterprises in the sector. Despite the fact that the amount of the incentive may appear modest relative to the overall volume of aerospace investments, its automatic nature and the certainty of offset allow for more efficient cash flow management and a reduction in the cost of invested capital. Consequently, the incentive fosters integration between production chains and research centers, enabling major players to maintain global competitive standards despite the typical barriers to entry in the sector. Furthermore, the empirical investigation shows that the tax credit does not operate in isolation but rather in concert with a variety of other instruments intended to stimulate and support R&D. The research highlights the existence of an integrated ecosystem of incentives, where tax relief is combined and coordinated with non-repayable grants, European calls for proposals, and development contracts specific to strategic sectors. This synergy between automatic instruments and negotiated measures allows companies to cover various stages of the innovation value chain, optimizing the financial structure of projects and significantly reducing the residual financing requirement.
Il presente lavoro di tesi si propone di esaminare in modo approfondito il credito d’imposta per attività di ricerca e sviluppo analizzandone il ruolo all'interno delle politiche fiscali italiane a supporto della competitività industriale. L’indagine muove da una ricostruzione puntuale del quadro normativo, delineando il passaggio dai regimi di incentivazione incrementale a quelli volumetrici introdotti con il Piano Transizione 4.0, per poi soffermarsi sulle recenti direttive. A integrazione dell’analisi teorica, la ricerca si avvale dell’esame di specifici casi studio riguardanti alcune aziende operanti nel settore aerospaziale, un comparto caratterizzato da un’altissima intensità tecnologica e da cicli di investimento a lungo termine. Dall'analisi sul campo è emerso come il credito d'imposta costituisca un rilevante fattore di ottimizzazione finanziaria anche per le grandi imprese del settore; nonostante l'importo dell'agevolazione possa apparire esiguo rispetto ai volumi complessivi degli investimenti aerospaziali, la sua natura automatica e la certezza della compensazione permettono una gestione più efficiente del flusso di cassa e una riduzione del costo del capitale investito. L’incentivo favorisce così l'integrazione tra le filiere produttive e i centri di ricerca, permettendo ai grandi player di mantenere standard competitivi globali nonostante le barriere all'ingresso tipiche del settore. Dall'indagine empirica è emerso inoltre come il credito d'imposta non agisca in isolamento, bensì lavori di concerto con una pluralità di altri mezzi di stimolo e supporto alla ricerca e sviluppo. La ricerca evidenzia l'esistenza di un ecosistema integrato di incentivi, in cui l'agevolazione fiscale si somma e si coordina con finanziamenti a fondo perduto, bandi europei e contratti di sviluppo specifici per i settori strategici. Questa sinergia tra strumenti di natura automatica e misure negoziali permette alle imprese di coprire diverse fasi della catena del valore dell'innovazione, ottimizzando la struttura finanziaria dei progetti e riducendo sensibilmente il fabbisogno finanziario residuo.
