This paper examines the role of the Unità Organizzativa Programmazione Unitaria di Area of the Veneto Region within the European multilevel environmental governance framework, with particular reference to the 2021-2027 structural funds programming cycle. Based on a curricular internship carried out within the unit, the study analyses the coordination, first-level control, and environmental authority functions exercised by the UO as an institutional node between European regulation and its territorial implementation. The regulatory framework is reconstructed drawing on Regulation (EU) 2021/1060 on common provisions, the European Green Deal (COM(2019) 640 final), and the European Climate Law (Reg. EU 2021/1119), integrated with regional planning instruments — PRTRA and SRACC — and with greenhouse gas emission data for Veneto over the period 2019-2024, as elaborated by ARPAV through the INEMAR system. The economic analysis draws on key contributions to the literature on the social cost of carbon (Nordhaus, 2017), the market externality of climate change (Stern, 2008), the global public good structure of emission reductions (Barrett, 1994), and the distributional dimension of the just transition (Heffron and McCauley, 2018). The findings show that the Veneto Region, through the unit under analysis, functions as a critical node in the transmission chain of European climate policies to the territory, and that the unified management of structural funds constitutes an essential instrument for implementing the ecological transition at regional scale.
Il presente elaborato analizza il ruolo dell'Unità Organizzativa Programmazione Unitaria di Area della Regione del Veneto nell'ambito della governance ambientale multilivello europea, con particolare riferimento al ciclo di programmazione dei fondi strutturali 2021-2027. Attraverso un tirocinio curriculare svolto presso la struttura, l'indagine esamina le funzioni di coordinamento, controllo di I livello e autorità ambientale esercitate dall'UO in qualità di nodo istituzionale tra la normativa europea e la sua attuazione territoriale. Il quadro regolatorio di riferimento è ricostruito a partire dal Regolamento (UE) 2021/1060 sulle disposizioni comuni, dal Green Deal Europeo (COM(2019) 640 final) e dalla Legge europea sul clima (Reg. UE 2021/1119), integrati con gli strumenti di pianificazione regionale — PRTRA e SRACC — e con i dati sulle emissioni di gas a effetto serra in Veneto nel periodo 2019-2024 elaborati da ARPAV tramite il sistema INEMAR. L'analisi economica si avvale dei principali contributi della letteratura sul costo sociale del carbonio (Nordhaus, 2017), sulle esternalità di mercato del cambiamento climatico (Stern, 2008), sulla struttura di bene pubblico globale delle riduzioni emissive (Barrett, 1994) e sulla dimensione distributiva della giusta transizione (Heffron e McCauley, 2018). I risultati evidenziano come la Regione del Veneto, attraverso la struttura analizzata, si configuri come un nodo nella catena di trasmissione delle politiche climatiche europee verso il territorio, e come la programmazione unitaria dei fondi strutturali rappresenti uno strumento essenziale per la realizzazione della transizione ecologica a scala regionale.
