Historically, the seal was used as a symbol of authority, to close and assure authenticity of papers, goods and to confirm legal validity. Initially, it was used by governments, religious authorities, nobles, guilds of arts and crafts and by entities and offices to authenticate laws, contracts, and letters. Later on, private individuals started utilizing it as a symbol of acknowledgement or to maintain the confidentiality. Throughout the years, the seal changed but it was still preserving its function to ensure authenticity and confirm the legal importance of documents and materials. Italy recognised the technological progress on September 18th, 1996, when the modern evolution of the electronic seal happened and the first draft was regulated by the Authority for Information Technology in Public Administration.
Il sigillo fu, fin dall’antichità, espressione dell’autorità, strumento di chiusura e di garanzia utilizzato per convalidare documenti, certificare materiali e dare ad essi piena validità giuridica. Inizialmente venne usato da sovrani, autorità ecclesiastiche, nobili, corporazioni di arti e mestieri, da enti e uffici per omologare leggi, decreti, contratti e lettere. In seguito, fu adottato anche dai privati che lo utilizzarono come segno di riconoscimento o per assicurare la segretezza della corrispondenza. Col passare dei secoli il sigillo si trasformò ma mantenne il suo ruolo di certificatore e convalidatore dell’autenticità dei contenuti e del valore legale di documenti e materiali. L’evoluzione moderna avvenne Il 18 settembre 1996 con la definizione di sigillo elettronico, nella prima bozza normativa dell’Autorità per l’informatica nella pubblica amministrazione, con la quale l’Italia riconosceva nell’ambito giuridico l’evidenza tecnica proveniente dal progresso tecnologico.
