Biosecurity comprises the set of measures designed to prevent the introduction, establishment, and spread of pathogens and represents a key component in safeguarding animal health, public health, and the sustainability of livestock production. In intensive livestock farming, biosecurity is the cornerstone of disease prevention and is generally classified into external biosecurity, aimed at preventing the introduction of pathogens into the farm, and internal biosecurity, aimed at limiting their spread within the production system. Its effectiveness relies on the implementation of appropriate structural and management measures, comprehensive staff training, and the consistent application of good biosecurity practices. In Italy, the development of biosecurity strategies has paralleled the evolution of the national regulatory framework, culminating in the Ministerial Decree of 30 May 2023, which strengthened the system of official controls through a risk-based approach. The main innovations introduced by the decree include the mandatory implementation of a hygiene lock as a controlled transition area between the external environment and the production area, and the adoption of the Danish entry system, which ensures a clear separation between clean and dirty areas, thereby minimizing the risk of indirect pathogen transmission. This thesis investigates the evolution of biosecurity measures in commercial meat turkey farms through a retrospective analysis of 194 official inspections conducted by the Veterinary Services of ULSS 6 Euganea between 2019 and 2025. The study aims to evaluate changes in compliance with biosecurity requirements over time and to assess the impact of the regulatory innovations introduced by the 2023 Ministerial Decree on the official inspection system.

La biosicurezza rappresenta l'insieme delle misure volte a prevenire l'introduzione, la persistenza e la diffusione degli agenti patogeni, costituendo uno strumento essenziale per la tutela della salute animale, della salute pubblica e della sostenibilità delle produzioni zootecniche. Negli allevamenti intensivi, essa costituisce il fondamento della prevenzione e si articola in biosicurezza esterna e biosicurezza interna. La sua efficacia dipende dall'adozione di adeguate misure strutturali e gestionali, dalla formazione del personale e dalla rigorosa applicazione di buone pratiche. In Italia, l'evoluzione delle strategie di biosicurezza è stata accompagnata da un progressivo aggiornamento del quadro normativo nazionale, culminato con il Decreto Ministeriale 30 maggio 2023, che ha rafforzato un sistema di controlli ufficiali basato sulla valutazione del rischio. Tra le principali innovazioni introdotte figurano la formalizzazione della zona filtro quale interfaccia obbligatoria tra ambiente esterno e area produttiva e l'adozione della dogana danese, finalizzata a garantire una netta separazione tra area pulita e area sporca, riducendo il rischio di contaminazione indiretta. Il presente lavoro di tesi analizza l'evoluzione delle misure di biosicurezza attraverso uno studio retrospettivo basato su 194 ispezioni ufficiali effettuate dai Servizi Veterinari dell'Azienda ULSS 6 Euganea presso allevamenti commerciali di tacchini da carne nel periodo 2019-2025.
