This thesis examines the decision to adhere to the biennial preventive tax agreement (CPB), introduced in 2024, which allows taxpayers subject to fiscal reliability indices to agree in advance with the Revenue Agency on their taxable income for two years. It shows that the common decision criterion, based on comparing expected and proposed income, is incomplete: it overlooks the reduced substitute tax, which makes adherence worthwhile even below the proposal, and the fact that fixing the tax in advance shifts all income uncertainty onto the taxpayer. The analysis concludes that adherence mainly attracts the most reliable taxpayers, for whom the proposal is most advantageous.
L’elaborato analizza la scelta di adesione al concordato preventivo biennale (CPB), l’istituto introdotto nel 2024 che permette ai contribuenti soggetti agli ISA di concordare in anticipo con l’Agenzia delle Entrate il reddito su cui pagare le imposte per due anni. L’obiettivo è capire quando l’adesione conviene, dal punto di vista del contribuente. Il lavoro mostra che il criterio più diffuso, basato sul semplice confronto tra reddito atteso e reddito proposto, è incompleto: da un lato non tiene conto dell’imposta sostitutiva agevolata, che rende l’adesione conveniente anche al di sotto della proposta; dall’altro trascura il fatto che, fissando l’imposta in anticipo, il concordato non elimina l’incertezza ma la sposta tutta sul contribuente. L’analisi si chiude osservando che ad aderire sono soprattutto i contribuenti più affidabili, quelli per cui la proposta risulta più vantaggiosa.
