The thesis examines the role of the social worker in assessing parenting competencies within intervention pathways for vulnerable families, with particular attention to mother-child residential communities as a context for supporting and observing the mother-child relationship. The first chapter addresses the issue of child maltreatment, its prevalence, and the role of social services, suspended between functions of help, control, and responsibility, reconstructing the passage from risk factors to protection processes. The second chapter examines the tools and processes involved in assessing parenting competencies, from initial access to intervention planning, highlighting how interviews, home visits, listening to the child, and professional documentation together contribute to an understanding of the family situation that cannot be reduced to any single one of these instruments. The third chapter examines the mother-child community as a setting that integrates educational support and observation, presenting the experience of the Istituto Casa Famiglia San Pio X in Venice, where the author completed her internship, with reference to its organization, operational tools, and the social worker's role in coordinating the intervention project. The conclusions emphasize the need to distinguish between vulnerability and parental incapacity, the value of professional language that describes behaviors and contexts rather than issuing definitive judgments about the person, and the importance of understanding assessment as an ongoing process rather than an isolated verdict. The thesis also explores the meaning of removal and foster placement, reframed not as a sanction but as a necessary response to a protection need, and the social worker's task of accompanying complex decisions while holding together the pace of adult change and the child's developmental needs.
