This work aims to analyze the evolution of the Italian Cooperative Credit system, focusing in particular on the impact of the 2016 reform and the establishment of Cooperative Banking Groups. The first chapter outlines the mutualistic identity of Cooperative Credit Banks (BCCs), examining their historical link to the local territory and their role in supporting the local economy. The second chapter explores the systemic restructuring introduced by D.L. 18/2016, highlighting the transition from the individual operation of BCCs to a group configuration necessary to meet the stringent requirements of prudential supervision. Finally, the third chapter develops a critical analysis of bank crisis management mechanisms, comparing the resolution procedures of the Cooperative Credit sector with the critical issues that emerged during the Veneto Banca crisis. The objective of this research is to evaluate the effectiveness of distress prevention tools, verifying whether the new cooperative model is capable of reconciling the requirements of capital stability and the protection of savings with the necessary safeguarding of mutualistic identity within the framework of the European regulatory context.
