This thesis aims to investigate the evolution of the European Union's foreign policy in the Mediterranean between 1995 and 2008, through the analysis of three key initiatives: the Barcelona Process and the establishment of the Euro-Mediterranean Partnership, the European Neighbourhood Policy, and the Union for the Mediterranean. The study adopts an analytical perspective primarily focused on the internal dynamics of the EU, identifying the key factors that led to the opening of the three policy windows enabling the emergence of each policy, while reconstructing the genealogical developments from which they took shape. Within this methodological framework, attention is placed on the ongoing redefinition of interests, objectives, and instruments. Specifically, it examines how the composition of competing interests among Member States and EU institutions guided the shift in objectives, and how this process materialized through the adoption of specific policy instruments. The reconstruction and analysis of the trajectory traced by these three initiatives allows to understand how it reflects the internal logics of the Union while revealing the evolution of the political posture assumed by the EU itself towards the Mediterranean basin.

Abstract
This thesis aims to investigate the evolution of the European Union's foreign policy in the Mediterranean between 1995 and 2008, through the analysis of three key initiatives: the Barcelona Process and the establishment of the Euro-Mediterranean Partnership, the European Neighbourhood Policy, and the Union for the Mediterranean. Within this methodological framework, attention is placed on the ongoing redefinition of interests, objectives, and instruments. Specifically, it examines how the composition of competing interests among Member States and EU institutions guided the shift in objectives, and how this process materialized through the adoption of specific policy instruments. The reconstruction and analysis of the trajectory traced by these three initiatives allows to understand how it reflects the internal logics of the Union while revealing the evolution of the political posture assumed by the EU itself towards the Mediterranean basin.| File | Dimensione | Formato | |
