Organized interest representation is a common phenomenon within every Political System, including the European Union. Subsequently to the process of European integration, leading to the enlargement of the Eu competencies, Bruxelles has become the centre of Interest representation in Europe. Hence, it rose the need for a regulation system capable of both, acknowledging stakeholders’ needs and granting transparency within the Eu policy-making process. The structure implemented by the European Parliament and Commission aims to create an environment able to keep transparent connections between lobbyists and public officers throughout meetings and consultations. The European transparency register, the codes of conduct for lobbyists & public officers and the post-employment restrictions seems to align with the best practices identified by the OECD. Furthermore, given the growing role of stakeholders in institutions and politics, involving Representative of interests in decision-making processes represent for the Union an opportunity to “close” the democratic deficit.
La rappresentanza di Interessi organizzati è un fenomeno comune a tutti i Sistemi Politici, compresa l’Unione europea. A seguito dei processi di integrazione europea e dell’allargamento delle competenze in capo all’Ue, Bruxelles è diventato il principale centro per le attività legate alla tutela degli interessi organizzati, palesando la necessità di un sistema di regolamentazione in grado di tenere da conto gli interessi degli stakeholders e garantire elevati standard di trasparenza durante i processi di policy-making. Il sistema implementato dalla Commissione e dal Parlamento europeo ha appunto lo scopo di creare un ambiente di confronto tra Portatori d’interessi e policy makers attraverso meetings e consultazioni. il Registro europeo della trasparenza, i codici di condotta di public officers e lobbisti e le condizionalità relative al post-empolyement, sono tutte misure estremamente valide ed in linea con le best practices identificate dall’OECD. Va infine ricordato che nel caso dell’Unione europea, le attività di confronto con i vari stakeholders rappresentano una preziosa opportunità per “rattoparne” il deficit democratico e che il ruolo dei privati nel mondo politico-istituzionale sembra ottenere un peso sempre maggiore.
