ANALISI POST - INCIDENTALE APPLICATA AD UN CASO STUDIO AZIENDALE NEL SETTORE METALMECCANICO DELLA PROVINCIA DI VICENZA

Within the corporate and industrial world of small and medium-sized companies, however, the need for a figure such as the safety technician is not yet known, and is often overlooked in order to give support to departments considered more directly useful, such as production, quality, technical and sales. In reality, like all of these components, safety is fundamental because it is part of a system that, as mentioned, is very complex, and relies on the harmony of all these sectors to function at its best. The results of a lack of corporate safety management often lead to very costly situations for the company, and not least for the Employer himself, with both administrative and, above all, criminal consequences. This stems from the fact that in Italy the law on health and safety has always been deficient, and the legislator, over the years, has therefore wanted to give a strong incentive to employers to ensure the protection of life and health of the people who enter into a contract of employment with him. In the introductory chapter, therefore, it will be briefly illustrated how the regulations and legislation has traveled the road from the beginning until today, and what have been the economic impacts of the lack of safety at work throughout the country. Subsequent chapters will indicate the critical thinking that led to the development of the study methods used today for Incident Analysis. In particular, then, the most frequently used methods of analysis will be analyzed, and what differences there are between them, in order to understand which one is the best application based on the accident situation profiled. Subsequently, accidental cases of Inail open data will be analyzed, and compared to a company reality example, to determine the similarity with the general Italian situation. Finally, the causes will be studied through the application of two/three post accident analysis methods and conclusions will be drawn.

All’interno del modo aziendale ed industriale delle piccole e medie imprese, invece, non è ancora nota la necessità di una figura come il tecnico della sicurezza, che viene spesso tralasciata per dare sostegno a dipartimenti ritenuti di più diretta utilità, come la produzione, la qualità, il tecnico e le vendite. In realtà, al pari di tutte queste componenti, la sicurezza è fondamentale perché fa parte di un sistema che, come detto, risulta molto complesso, e si fonda sull’armonia di tutti questi settori per funzionare al meglio. I risultati di una mancata gestione della sicurezza aziendale sfociano spesso in situazioni molto onerose per l’impresa, e non di meno per il Datore di Lavoro stesso, con conseguenze sia amministrative che, soprattutto, penali. Questo deriva dal fatto che in Italia la legge in materia di salute e sicurezza è sempre risultata carente, e il legislatore, nel corso degli anni, ha quindi voluto dare una forte spinta per incentivare i Datori di Lavoro a garantire una salvaguardia della vita e della salute delle persone che con lui stringono un contratto di lavoro. Nel capitolo introduttivo, quindi, verrà illustrato brevemente come la normativa e la legislazione abbia percorso la strada dall’inizio fino ad oggi, e quali siano stati gli impatti economici della mancata sicurezza sul lavoro su tutto il territorio nazionale. Nei capitoli successivi si indicherà il pensiero critico che ha portato allo sviluppo dei metodi di studio oggi utilizzati per l’Analisi Incidentale. In particolare, poi, si analizzeranno le metodologie di analisi più frequentemente utilizzate, e quali differenze intercorrano tra di esse, per poter capire quale sia quella di migliore applicazione in base alla situazione incidentale profilatasi. Successivamente verranno analizzati casi incidentali degli open data INAIL, e paragonati ad una realtà aziendale di esempio, per determinare la similitudine con la situazione generale italiana. Infine verranno studiate le cause attraverso l’applicazione di due/tre metodi di analisi post incidentale e verranno tratte le conclusioni in merito.
