European cohesion policy is the broadest and most important policy of the European Union. Its main purpose is to strengthen economic, social and territorial cohesion within the Union. Such objective is delivered by financing programmes through the European Structural and Investment Funds. Eligibility to receive such funding is calculated basing on economic criteria and works on a regional basis. For this reason, regional governments are active actors within the policy-cycle and their quality can have a direct impact on the effectiveness of European funding. This work presents the main features of cohesion policy, as well as its history and the issues linked to its effectiveness. Subsequently, it discusses the role of regional governments with reference to the 2014-2020 programming period, with due attention to the introduction of the multi-level governance principle and the reinforcement of the partnership principle. Finally, this work analyses the impact of the quality of regional governments on the effectiveness of European Funds in Southern Italy in the 2014-2020 programming period.
La politica di coesione dell'Unione Europea è la più ampia ed importante tra le politiche europee. Il suo scopo principale è il rafforzamento della coesione economica, sociale e territoriale all'interno dell'Unione. Tale obiettivo viene conseguito attraverso il finanziamento di programmi tramite i Fondi strutturali e d'investimento. L'idoneità a ricevere i fondi europei è calcolata sulla base di criteri economici a livello regionale. Per questo motivo i governi regionali sono attori attivi nel ciclo di policy e la loro qualità può avere un impatto diretto sull'efficacia degli investimenti europei. Questo elaborato presenta le caratteristiche principali della politica di coesione, la sua storia e le maggiori questioni legate alla sua efficacia. Successivamente si discute del ruolo dei governi regionali con riferimento al periodo di programmazione 2014-2020, dedicando particolare attenzione all'introduzione del principio della governance multi-livello e del rafforzamento del principio di partenariato. Infine si analizza, all'interno dell'elaborato, l'impatto della qualità dei governi regionali sull'efficacia dei finanziamenti europei nel Mezzogiorno, sempre con riferimento al periodo di programmazione 2014-2020.
