Il processo di certificazione dell'agricoltura biologica: studio sulle non conformità

The thesis focuses on the study of non-conformities applicable to the biological system, initially framing what the biological system is, analyzing the European regulation no. 2018/848, then moving on to analyze the certification system. It analyzes what a certification body is, how companies adhere to it in order to be certified organic, how the control body is checked in the company. Non-conformities are introduced, it is explained what a non-compliance is, how they can be detected, the various degrees of non-conformities and how these, after being found, are managed, or how the certification body opens the practices and how it closes them following the corrective actions taken by the operator. Finally, it is clear how this system is efficient and timely in interventions, in enforcing the regulation, also providing for product downgrading actions, in certain cases provided for by the law, aimed at protecting the consumer.

La tesi verte sullo studio delle non conformità applicabili al sistema biologico, inquadrando inizialmente cos'è il sistema biologico, analizzando il regolamento Europeo n. 2018/848, passando poi ad analizzare il sistema di certificazione. Si analizza che cos'è un organismo di certificazione, come le aziende ci aderiscano per poter essere certificate biologiche, come viene effettuato il controllo in azienda da parte dell'organismo controllore. Vengono introdotte le non conformità, si spiega cos'è un'inadempienza, come esse possano essere riscontrate, i vari gradi di non conformità e come queste, dopo essere state riscontrate, vengono gestite, ovvero come l'organismo di certificazione apre le pratiche e come le chiude a seguito delle azioni correttive intraprese dall'operatore. Infine si evince come questo sistema sia efficiente e tempestivo negli interventi, nel far rispettare il regolamento, prevedendo anche azioni di declassamento di prodotto, in determinati casi previsti dalla normativa, volti a tutelare il consumatore.
