In the form of parliamentary government, the presentation of resignation by the body at the top of the executive power involves the opening of a government crisis, which can be defined as a break or in any case an interruption of institutional regularity, for a more or less long period. This phenomenon can derive from multiple circumstances, only partly attributable to the constitutional provision, which make it non-unitary and changeable over time. On the basis of these premises, the paper aims to reconstruct the various types of government crisis (parliamentary, extra-parliamentary and necessary) as well as the role of the Head of State in their management, requiring the use of decision-making powers intended to affect the same dynamics of the form of government. It will also be demonstrated how this crisis management is affected by the conditions in which the party system finds itself, in full compliance with the famous metaphor of the "presidential accordion".
Nella forma di governo parlamentare, la presentazione delle dimissioni da parte dell’organo posto al vertice del potere esecutivo comporta l’apertura di una crisi di Governo, definibile come rottura o comunque interruzione della regolarità istituzionale, per un periodo più o meno lungo. Tale fenomeno può derivare da molteplici circostanze, solo in parte riconducibili al dettato costituzionale, che lo rendono non unitario e mutevole nel tempo. Sulla base di queste premesse, lo scritto mira a ricostruire le varie tipologie di crisi governativa (parlamentare, extraparlamentare e necessaria) nonché il ruolo del Capo dello Stato nella loro gestione, richiedente l’uso di poteri decisionali destinati ad incidere sulle stesse dinamiche della forma di governo. Si dimostrerà, altresì, come tale gestione delle crisi risenta delle condizioni in cui versa il sistema partitico, in piena conformità alla celebre metafora della “fisarmonica presidenziale”.
