Evoluzione della cooperazione di polizia in Europa: verso un’autorità comune, sovranazionale, operativa.

In this thesis, I will illustrate how the European system has evolved towards the constitution of a single European police, operational and supranational under the control of the institutions of the Union and the member states. Firstly, there will be an introduction on the agencies in the sector that currently perform law enforcement and judicial cooperation functions, followed by a reflection on what are the critical issues and disputes. Finally, the last chapter will concern the political proposals and the feasibility of a body that addresses the most serious threats facing Europe, not through specific separate approaches but with a single body with executive powers and competences that traces the American FBI and that go beyond mere judicial and police cooperation.

In questa tesi, illustrerò come il sistema europeo si sia evoluto verso la costituzione di una polizia europea unica, operativa e sovranazionale sotto il controllo delle istituzioni dell'Unione e degli stati membri. Ci sarà una prima introduzione sulle agenzie del settore che attualmente svolgono funzioni di contrasto e di cooperazione giudiziaria, a cui seguirà una riflessione su quelle che sono le criticità e le controversie. Infine, l'ultimo capitolo riguarderà le proposte politiche e la fattibilità di un organo che affronti le minacce più gravi che incombono sull'Europa, non tramite approcci separati ma con un corpo unico con competenze specifiche e poteri esecutivi che ricalchi la FBI americana e che superi la mera cooperazione giudiziaria e di polizia.
