Introduction. Health protection is defined in Article 32 of the Constitution as a “fundamental right of the individual and collective interest”. A tool available to safeguard it is to keep the health personnel trained and constantly updated: the Health Authorities, in this regard, through the construction of a Company Training Plan, try to provide adequate permanent training to their personnel. Effective training allows to improve the clinical practice of the individual professional but also the organizational structure to which he belongs. Living, then, in a constantly changing and ever-changing society, it is essential to adapt to it and try to activate a process of continuous improvement to offer citizens safe and qualitatively innovative care; training is therefore an essential element, so much so that, with the institution of Continuing Medical Education, it becomes an indispensable tool for clinical governance and therefore a guarantee of the Quality. The topic of the “Quality in Healthcare” has been discussed for years and yet, despite this, it is still not fully widespread as a thought, as a philosophy and as a culture. Objective. The following paper seeks to focus attention on the elements of Quality which, for further support in maintaining the protection of citizens' health, should be welcomed and included in each health process, in order to govern and know how to manage them. therefore effectively. Materials and methods. The training process of the Ulss7 Pedemontana Public Company was analyzed; specifically, a reworking of the pre-existing procedures was implemented to assess their strengths and activate an action to improve the more fragile ones. A questionnaire and brainstorming was carried out to collect the perception of the members of UOSD Training D2 following the sharing of the work. Results. Reworking outcome led to the creation of a single sheet that groups the training macro-processes and the corresponding micro-processes and the formulation of five flow charts representing the fundamental stages of the Training Process. There was also full agreement in the importance of adopting the principles of the Quality to achieve smooth work and this, in cascade, determines safe performance for all users. Discussion and conclusions. The survey conducted through the re-elaboration of the procedures and the questionnaire / brainstorming, allowed us to grasp the following as a fundamental point: the quality is not only related to the product but also to the process that delivered it and, to achieve this, it is essential that there is interdependence between the size of the user, the professional and the organization.
Introduzione. La tutela della salute viene definita nell’art.32 della Costituzione come un “fondamentale diritto dell’individuo e interesse della collettività”. Uno strumento a disposizione per salvaguardarla è mantenere il personale sanitario formato e costantemente aggiornato: le Aziende Sanitarie, a tal proposito, tramite la costruzione di un Piano Formativo Aziendale, cercano di fornire un'adeguata formazione permanente al proprio personale. Una formazione efficace permette infatti di migliorare la pratica clinica del singolo professionista ma anche l’assetto organizzativo a cui appartiene. Vivendo, poi, in una società in continuo cambiamento e in perenne trasformazione, è fondamentale adeguarsi ad essa e cercare di attivare un processo di miglioramento continuo per offrire ai cittadini cure sicure e qualitativamente innovative; la formazione risulta pertanto elemento imprescindibile tanto da diventare, con l’istituzione dell’Educazione Continua in Medicina, strumento indispensabile per il governo clinico e garanzia quindi della Qualità. Da anni si discute dell’argomento ‘Qualità in Sanità’ eppure, nonostante ciò, risulta ancora non del tutto diffuso come pensiero, come filosofia e come cultura. Obiettivo. Con il seguente elaborato si cerca di porre l'attenzione sugli elementi della Qualità che, per un ulteriore supporto al mantenimento della tutela della salute del cittadino, dovrebbero essere accolti ed inseriti all’interno di ciascun processo sanitario, allo scopo di governarli e saperli gestire dunque con efficacia. Materiali e Metodi. È stato analizzato il processo formativo dell’Azienda Ulss7 Pedemontana; nello specifico è stata attuata una rielaborazione delle procedure pre-esistenti per valutarne i punti di forza e attivare un’azione di miglioramento di quelli più fragili. In seguito è stato eseguito un questionario e un brainstorming per raccogliere il percepito dei membri dell’UOSD Formazione D2 dopo la condivisione del lavoro. Risultati. L’esito della rielaborazione delle procedure ha determinato la creazione di un’unica tabella che raggruppa i macro-processi formativi e i corrispettivi micro-processi e la strutturazione di cinque diagrammi di flusso (flow-chart) rappresentanti le tappe fondamentali del Processo Formativo. È emerso inoltre pieno accordo nell’importanza di adottare i principi della Qualità per ottenere un lavoro fluido e che questo, a cascata, determina prestazioni sicure a tutti gli utenti. Discussione e conclusioni. L’indagine condotta tramite la rielaborazione delle procedure e il questionario/brainstorming, ha permesso di cogliere come punto fondamentale il seguente: la qualità non è solamente relativa al prodotto ma anche al processo che lo ha erogato e, per ottenere ciò, è fondamentale che vi sia interdipendenza tra la dimensione dell’utente, del professionista e dell’organizzazione.
