Although the Italian Constitution allows for the re-election of the Head of State, between 1948 and 2013 no President of the Republic was ever confirmed for a second term. The re-elections of Presidents Napolitano (2013) and Mattarella (2022) interrupted the consolidated “single mandate practice” and opened new constitutional scenarios. This thesis aims to critically analyze the reasons underlying the recent reconfirmation of outgoing Presidents and the impact of the extension of their presidential mandate on the balance of the parliamentary form of government.
Nonostante la Costituzione italiana consenta la rielezione del Capo dello Stato, tra il 1948 e il 2013 nessun Presidente della Repubblica è mai stato confermato per un secondo mandato. Le rielezioni dei Presidenti Napolitano (2013) e Mattarella (2022) ha interrotto la consolidata “prassi del mandato unico” e aperto nuovi scenari costituzionali. La tesi si propone di analizzare criticamente le ragioni sottese alla recente riconferma dei Presidenti uscenti e l’impatto del prolungamento del mandato presidenziale sugli equilibri della forma di governo parlamentare.
