It has been four years since storm Vaia, which, overnight, caused the felling of millions of trees in the Veneto and Trentino regions, resulting in the loss of a large part of northern Italy's forest heritage. One of the hardest hit areas was the Marcesina plain, where one of the largest Vaia forestry sites was structured, which included about 1890 ha of lots with as much as 500000 m3 felled trees estimated between the municipalities of Grigno (TN) and Enego (VI). As a result, an unprecedented site planning was carried out in our country, in which many forestry firms and numerous teams from other European countries were involved, as well as a wide assortment of more and less sophisticated forestry machinery. Thus, a high level of shipbuilding, logistic planning and mechanization was involved compared to traditional forestry operations. A major challenge such as Vaia's, however, in some cases revealed significant criticalities in the Italian forestry sector, which encountered many difficulties and thus was not always able to cope with the emergency to the best of its ability. In the present study, the various aspects that characterized forestry operations on the Marcesina plain were analyzed: mechanization, safety, viability, storage, measurement and transportation of timber, the search for new markets, telephone communications, accommodation of the many operators present, verbal interaction with foreign firms, and, finally, environmental damage. For each aspect, how this was dealt with within the site was described and both strengths and critical issues that emerged were subsequently highlighted, with the aim of creating an overview of the possible proper future management of a windfall site in the Alps, so that future storms can be approached with a wealth of acquired knowledge and experience. The analysis of the above-mentioned aspects was carried out through interviews with the Local Police, some firms and professionals involved in the processing operations within the Marcesina site.
Sono passati quattro anni dalla tempesta Vaia, che, in una notte, ha causato l’abbattimento di milioni di alberi nelle regioni del Veneto e del Trentino, causando la perdita di gran parte del patrimonio forestale del Nord Italia. Una delle zone più colpite è stata la piana di Marcesina, dove è stato strutturato uno dei più grandi cantieri forestali Vaia, il quale comprendeva circa 1890 ha di lotti con ben 500000 m3 abbattuti stimati tra i Comuni di Grigno (TN) e Enego (VI). Di conseguenza, si è realizzata una programmazione cantieristica senza precedenti nel nostro Paese, nella quale erano coinvolte numerose ditte forestali e numerose squadre provenienti da altri paesi europei, nonché un vasto assortimento di macchinari forestali più e meno sofisticati. Si è così operato con un elevato livello di cantieristica, pianificazione logistica e meccanizzazione rispetto alle utilizzazioni forestali tradizionali. Una grande sfida come quella di Vaia però, in alcuni casi, ha evidenziato notevoli criticità nel settore forestale italiano, il quale ha riscontrato molte difficoltà e quindi non è sempre riuscito ad affrontare al meglio l’emergenza. Nel presente studio sono stati analizzati i vari aspetti che hanno caratterizzato le utilizzazioni forestali sulla piana di Marcesina: la meccanizzazione, la sicurezza, la viabilità, lo stoccaggio, la misurazione e il trasporto del legname, la ricerca di nuovi mercati, le comunicazioni telefoniche, l’alloggio dei numerosi operatori presenti, l’interazione verbale con le ditte straniere e, infine, i danni ambientali. Per ogni aspetto si è descritto come questo è stato affrontato all’interno del cantiere e si sono successivamente evidenziati sia i punti di forza, sia le criticità emerse, con lo scopo di creare una panoramica sull’eventuale corretta gestione futura di un cantiere da schianti da vento sulle Alpi, in modo tale da affrontare le future tempeste con un bagaglio di conoscenze acquisite ed esperienza. L’analisi degli aspetti sopra indicati è stata effettuata tramite delle interviste alla Polizia Locale, ai Custodi Forestali, ad alcune ditte e ai professionisti coinvolti nelle operazioni di lavorazione all’interno del cantiere di Marcesina.
