Collaboration in healthcare between the public and private sectors represents an innovative approach which, by involving both market players, aims to improve the quality and efficiency of the healthcare services provided. In particular, the paper explores the types of partnerships, with a focus on project financing for hospital infrastructures, their advantages and disadvantages, and international best practices. It then examines the evolution and application of PPPs in national and European contexts, with the aim of understanding their effects, highlighting opportunities that this approach offers to ensure adequate financing of healthcare infrastructures. This is followed by a focus on the countries that have used this type of contract the most, also examining the critical issues that have emerged, including the difficulty of monitoring results. Finally, the future prospects of PPP are explored, taking into account the devastating impact of the Covid-19 pandemic, the opportunities offered by the National Recovery and Resilience Plan (NRP), and demographic trends such as progressive ageing and low birth rate. The study aims to identify ways to implement partnership in the health sector in a sustainable manner, with social welfare as the ultimate goal.
La collaborazione in ambito sanitario tra settore pubblico e privato rappresenta un approccio innovativo che, coinvolgendo i due attori del mercato, ha l’obiettivo di migliorare la qualità e l’efficienza dei servizi assistenziali erogati. In particolare, l’elaborato esplora le tipologie di partenariato, con attenzione particolare al project financing per le infrastrutture ospedaliere, i loro vantaggi e svantaggi, e le best practice a livello internazionale. Viene poi esaminata l'evoluzione e l’applicazione del PPP in ambito nazionale ed europeo, con l'intento di comprenderne gli effetti, mettendo in luce opportunità che tale approccio offre per garantire un finanziamento adeguato delle infrastrutture sanitarie. Segue un focus sui paesi che hanno utilizzato maggiormente questa tipologia di contratti, esaminando anche le criticità emerse, tra cui la difficoltà di monitoraggio dei risultati. Si esplorano infine le prospettive future del PPP, tenendo conto dell'impatto devastante della pandemia Covid-19, delle opportunità offerte dal Piano Nazionale di Ripresa e Resilienza (PNRR) e delle tendenze demografiche, quali l'invecchiamento progressivo e la bassa natalità. Lo studio si propone di individuare le modalità per implementare la partnership nel settore sanitario in modo sostenibile, avendo come fine ultimo il benessere sociale.
