Climate change is a global problem and as such requires actions and measures at both national, regional and local levels. Combating climate change involves two methodologies: - mitigation, which is to prevent or reduce emissions of climate-altering gases in order to reduce impacts; - and adaptation, which involves anticipating the adverse effects of climate change and using measures to prevent or minimize the damage caused by climate change. The need for immediate action to counter the reality of climate impacts has necessitated the creation of a Strategy to improve preparedness and responsiveness to impacts at the local, regional and national levels. The European Union already in 2013 presented a first strategy, the "European Strategy on Adaptation to Climate Change," with the aim of promoting and supporting the adaptation actions of Member States and thus filling knowledge gaps on adaptation and promoting priority actions for the most vulnerable sectors. In Italy, at the national level, in 2012 along the lines of the European Strategy, MATTM prepared a pathway for the implementation of the National Strategy for Adaptation to Climate Change (SNACC). And later, several regions inspired by the National Strategy drafted their own adaptation strategy. In this paper, following the example of Julie P. King (2022) for Germany, a qualitative analysis will be made on the documents, in which the Climate Change Adaptation Strategies of Italian Regions will be compared, in order to obtain the first systematic assessment of adaptation strategies in Italy. The assessment will be made using five indicators widely used in the climate literature.
Il cambiamento climatico è un problema globale e in quanto tale richiede azioni e misure sia a livello nazionale che regionale e locale. La lotta al cambiamento climatico prevede due metodologie: - la mitigazione, ovvero prevenire o ridurre le emissioni di gas climalteranti al fine di ridurre gli impatti; - e l’adattamento che prevede di anticipare gli effetti negativi del cambiamento climatico e utilizzare misure che permettano di prevenire o ridurre al minimo i danni causati dal cambiamento climatico. La necessità di azioni immediate per contrastare la realtà degli impatti climatici ha richiesto la realizzazione di una Strategia per migliorare la preparazione e la capacità di reazione agli impatti a livello locale, regionale e nazionale. L’Unione Europea già nel 2013 ha presentato una prima strategia, la “Strategia Europea sull’Adattamento ai Cambiamenti Climatici”, con lo scopo di promuovere e supportare le azioni di adattamento degli Stati Membri e colmare così le lacune conoscitive sull’adattamento e promuovere azioni prioritarie per i settori più vulnerabili. In Italia, a livello nazionale, nel 2012 sulla falsa riga della Strategia europea, il MATTM ha predisposto un percorso per la realizzazione della Strategia Nazionale per l’Adattamento ai Cambiamenti Climatici (SNACC). Ed in seguito, diverse Regioni ispirandosi alla Strategia Nazionale hanno redatto la propria strategia di adattamento. In questo elaborato, seguendo l’esempio di Julie P. King (2022) per la Germania, verrà fatta un’analisi qualitativa sui documenti, in cui verranno comparate le Strategie di Adattamento ai Cambiamenti Climatici delle Regioni Italiane, al fine di ottenere la prima valutazione sistematica delle strategie di adattamento in Italia. La valutazione verrà fatta utilizzando cinque indicatori ampiamente diffusi nella letteratura climatica
