L’INFLUENZA DELLA REPUBBLICA POPOLARE CINESE IN AFRICA: investimenti nel settore delle infrastrutture

The reform and openness program, better known as the "open door policy", presented at the 11th Congress of the Chinese Communist Party in December 1978, lead to a radical change in Chinese foreign policy and consequently also in it's influence in relationship with the African continent. With the creation of the Forum On China-Africa Cooperation, first launched in October 2000, a bilateral ministry conference was held the aim of promoting collective dialog and an active cooperation between China and the African member states. It is from these changes that Chinese investment in Africa is increasingly intensifying, an expression of the ever closer South-South cooperation. Almost half of the funding went to the infrastructure sector, which includes major initiatives. The paper analyses Chinese investments in the African continent, more specifically those in the infrastructure sector, with the aim of highlighting the political and social consequences of these investments, and to observe how relations between China and African states have been formed and are developing over time.

Il programma di riforma e apertura, meglio conosciuto come "politica delle porte aperte", presentato nell'11° Congresso del Partito Comunista Cinese nel dicembre del 1978, porta a un radicale cambiamento della politica estera cinese e di conseguenza anche della sua applicazione verso il continente africano. Con la creazione del Forum On China Africa Cooperation, avviato per la prima volta nell'ottobre del 2000, si concretizza la realizzazione di una conferenza ministeriale bilaterale con lo scopo di promuovere il dialogo collettivo e la cooperazione attiva tra Cina e stati africani membri. È a partire da questi cambiamenti che si intensificano sempre di più gli investimenti cinesi nel continente africano, espressione di una sempre più stretta cooperazione Sud-Sud. Quasi la metà dei finanziamenti sono stati versati per il settore delle infrastrutture che comprendono iniziative di grande rilievo. L'elaborato prende in analisi gli investimenti cinesi nel continente africano, più specificatamente quelli nel settore delle infrastrutture, con lo scopo di mettere in evidenza le conseguenze politiche-sociali di questi investimenti, e di osservare come si sono formate e come si stanno sviluppando nel tempo le relazioni tra Cina e stati africani.
