Why does it make sense to talk about public ethics? Public administration, by placing itself at the service of the common good, becomes a place of coordination between subjects with different interests, and can be a means of creating added value in terms of citizenship and democracy. In our society, the combination of ethics and public administration is marked by a deep crisis, caused by the complexity of administrative action, by a constantly moving citizenship, corruption and ethical relativism. An open, flexible public administration, more involved in political action, is essential to remedy this breach. This thesis aims to explore the issues of accountability and transparency in public administration, on the one hand by exploring the normative and theoretical part, and on the other by focusing on the theme of public ethics, as a possible oversized reading of the process.
Perché ha senso parlare di etica pubblica? La pubblica amministrazione, ponendosi al servizio del bene comune, diviene luogo di coordinamento tra soggetti portatori di interessi differenti, e può essere mezzo per la costituzione di un valore aggiunto in termini di cittadinanza e democrazia. Nella nostra società il binomio etica e pubblica amministrazione è segnato da una profonda crisi, causata dalla complessità dell’azione amministrativa, da una cittadinanza in continuo movimento, dalla corruzione e dal relativismo etico. Per sanare questa rottura è indispensabile una pubblica amministrazione aperta, flessibile e più partecipe all’azione politica. Il presente elaborato intende esplorare i temi dell’accountability e della trasparenza nella pubblica amministrazione, da un lato esplorandone la parte normativa e teorica, dall’altro ponendo un focus sul tema dell’etica pubblica, come possibile lettura sovraordinata del processo.
