DUMPING E ANTIDUMPING: UN'ANALISI ECONOMICA

The thesis analyses the dumping and anti-dumping phenomena in an economic manner. The text is divided into four chapters, the first of which sets out the different definitions of dumping, traces the evolution and use of this trade practice in history (from the late 18th century to the present day) and analyses its different classifications and typologies. In the first chapter, a conceptual analysis of dumping is carried out taking as an example the economists considered as the main theorists of the phenomenon. In the second chapter, anti-dumping is analysed in the same way, first from the point of view of definitions, then in terms of its legislative history. In the following chapter, investigations, i.e. the process by which legislations identify dumping and apply anti-dumping, are studied. In the conclusion of the thesis, however, the concept of dumping in terms of its negative and positive effects on the world market and from an ethical point of view will be questioned, and reflections will be made both on possible proposals for reform of anti-dumping regulations and on the use of the last as a protection instrument.

La tesi analizza in maniera economica i fenomeni del dumping e dell'antidumping. Il testo si articola in quattro capitoli, di cui il primo espone le diverse definizioni di dumping, ripercorre l'evoluzione e l'uso di questa pratica commerciale nella storia (da fine Settecento ai giorni nostri) e ne analizza le diverse classificaizioni e tipologie. Nel primo capitolo viene svolta un'analisi concettuale del dumping prendendo come esempio gli economisti considerati come i principali teorici del fenomeno. Nel secondo capitolo viene analizzato allo stesso modo l'antidumping, prima dal punto di vista delle definizioni, poi per quanto riguarda la storia legilslativa. Nel capitolo successsivo vengono studiate le investigation, ovvero il processo tramite cui le legislazioni identificano il dumping ed applicano l'antidumping. nella conclusione della tesi, invece, verrà messo in discussione in concetto di dumping in termini di effetti negativi e positivi sul mercato mondiale e dal punto di vista etico; inoltre verranno effettuate delle riflessioni sia sulle possibili proposte di riforma delle normative antidumping sia sull'uso dell'ultimo comestrumento di protezione.
