This paper intends to analyze the response that the territory included in the Social Territorial Area VEN_10, called "Eastern Venice", has provided to the lack of the Regional Law implementing Law no. 328/2000 following the attribution to the Territorial Areas, by the Ministry of Labor and Social Policies and by the Government itself, of the development of numerous projects relating to Social Inclusion and the Poverty Fund, with the related management of the related funds. After having framed the regulatory context, both regional and state, in which the case study fits, we proceeded with the analysis of the response given by the territory, i.e. the Convention pursuant to article 30 of Legislative Decree No. 267/2000 adopted by the Municipalities making up the Conference of Mayors, with a brief mention of the observations made by the Conference itself on the regional bill. 4 subjects were selected to be interviewed so that they were relevant to the political world involved, the technical management world and the technical operational world. The objective of the research will be to provide an analysis of the choices made and to understand whether the territory of Eastern Venice is perceiving the birth of the ATS as a burden, a necessity, or an opportunity. Furthermore, research whether there were difficulties in the agreement process and which ones are feared in the future path towards something that goes beyond the mere associated management of projects or individual functions.
Questo elaborato intende analizzare la risposta che il territorio ricompreso nell’Ambito Territoriale Sociale VEN_10, denominato “della Venezia Orientale”, ha fornito alla mancanza della Legge Regionale attuativa della Legge n. 328/2000 a fronte dell’attribuzione agli Ambiti Territoriali, da parte del Ministero del Lavoro e delle Politiche Sociali e dal Governo stesso, dello sviluppo di numerose progettualità inerenti l’Inclusione Sociale e il Fondo Povertà, con la connessa gestione dei fondi relativi. Dopo aver inquadrato il contesto normativo, sia regionale che statale, nel quale il caso di studio si inserisce si è proceduto all'analisi della risposta data dal territorio, ovvero la Convenzione ex articolo 30 del D. Lgs. N. 267/2000 adottata dai Comuni componenti la Conferenza dei Sindaci, con un breve cenno alle osservazioni poste dalla Conferenza stessa al disegno di legge regionale. Sono stati selezionati 4 soggetti da intervistare in modo che fossero attinenti al mondo politico coinvolto, a quello tecnico dirigenziale e a quello tecnico operativo. L’obiettivo della ricerca sarà di fornire un’analisi delle scelte intraprese e di capire se il territorio della Venezia Orientale stia percependo la nascita degli ATS come un peso, una necessità, o un’opportunità. Inoltre, ricercare se ci sono state difficoltà nel percorso di convenzionamento e quali invece siano temute nel futuro percorso verso qualcosa che vada oltre la mera gestione associata di progettualità o di singole funzioni.
