L'INDUSTRIA EUROPEA DEGLI ARMAMENTI COME OBIETTIVO MILITARE E POLITICO NELLA DIFESA COMUNE

The study focuses on the emergence of Europe as a defence actor by analysing the creation and the development of the Common Foreign and Security Policy, especially in relation to the military dimension, from its inception to the evolution of the military armaments industry during the 1990s. Particular attention is given to the analyses of the European defence industry, with a specific emphasis on the role played by the two European armaments agencies (OCCAR and EDA) within the European security and defence field. The research also delves into the legal and economic constraints that have hindered the creation and functioning of the common defence market, which have slowed down the integration process in this area. Finally, ample space is reserved for the discussion of Italy’s role in the European defence and the relationship between the two military organisations, with a focus on the case study of Leonardo. The thesis highlights the need to take further steps forward to promote greater cooperation and integration within the European defence industry with the aim to create a common European army as a military and political goal in common defence. This step is considered crucial to achieve a high level of autonomy and independence in the military sector so that Europe can gain more legitimacy and credibility in the foreign policy.

Il presente studio si focalizza sull’emergere dell’Europa come attore nella difesa analizzando da vicino la nascita e lo sviluppo della Politica Estera e di Sicurezza Comune, soprattutto in relazione alla dimensione militare, partendo dagli albori fino all’evoluzione dell’industria militare degli armamenti durante gli anni Novanta. Particolare attenzione viene dedicata all’analisi dell’industria della difesa europea approfondendo, nello specifico, il ruolo svolto dalle due agenzie di armamenti europee (OCCAR e EDA) all’interno del settore della sicurezza e della difesa europea. La ricerca si sofferma poi sui limiti giuridici ed economici che hanno ostacolato la creazione e il funzionamento del mercato comune della difesa, i quali hanno rallentato il processo di integrazione in questo ambito. Infine, viene riservato ampio spazio alla trattazione del ruolo svolto dall’Italia nel quadro della difesa europea e nei confronti delle due organizzazioni militari esaminando da vicino il caso studio del gruppo industriale Leonardo. Dal lavoro emerge la necessità di compiere ulteriori passi in avanti per promuovere maggiore cooperazione e integrazione all’interno dell’industria europea della difesa in vista della creazione di un esercito comune europeo che si pone come obiettivo militare e politico nella difesa comune. Questa tappa viene considerata fondamentale per conseguire un elevato grado di autonomia e indipendenza nel settore militare in modo che l’Europa possa acquisire maggiore legittimità e credibilità nel campo della politica estera.
