This paper aims to highlight the problems present in the process of integration of the Republic of Albania into the European Union. Albania is a country which bears the consequences of a complex recent past, which has prevented the country from developing and modernising to its full potential. The first chapter of this thesis deals with the history of both Albania and the integration of the European Union. The situation in Albania today is strongly influenced by its recent past and decades of communist dictatorship. While Albania experienced a heavy and guarded seclusion from the rest of the world, the European Union instead opted for a geographical expansion and a broadening of its powers. The history and the various stages of integration and accession of the various new Member States of the Union will then be outlined in order to investigate also the level of difficulties that some countries have had to face during their integration journey compared to others. In the second chapter we will also try to report: the ambitions that the European Union has today and how it imagines its future, the motivations that drive the Union to want to expand in the Western Balkans and the expectations that they place in Albania. It will also be important to highlight some of the motivations that drive Albanian leaders and people to want to join the European Union. The third chapter will deal with the first difficulties encountered between the European Union and Albania and the slow start of negotiations, the latter only opened in 2022.
Questo elaborato ha lo scopo di evidenziare le problematiche presenti nel processo di integrazione della Repubblica dell’Albania nell’Unione Europea. L’Albania è un paese che porta con sé le conseguenze di un passato recente complesso, il quale ha impedito al paese di svilupparsi e modernizzarsi al pieno delle sue possibilità. Il primo capitolo di questa tesi si occupa dalla storia di entrambe Albania e dell’integrazione dell’Unione Europea. La situazione dell’Albania oggi è fortemente influenzata dal suo passato recente e dai decenni della dittatura comunista. Mentre l’Albania viveva una pesante e vigilata reclusione dal resto del mondo, l’Unione Europea aveva invece optato per un’espansione geografica e un ampliamento delle proprie competenze. Verrà schematizzata successivamente la storia e le varie fasi di integrazione e adesione dei diversi nuovi Stati membri dell’Unione al fine di indagare anche il livello di difficoltà che alcuni stati hanno dovuto affrontare durante il loro percorso di integrazione, rispetto ad altri. Nel secondo capitolo si cercherà di riportare anche: le ambizioni che l’Unione Europea ha oggi e di come si immagina il proprio futuro, delle motivazioni che spingono l’Unione a volersi espandere nei Balcani occidentali e delle aspettative che ripongono nell’Albania. Sarà importante evidenziare anche alcune delle motivazioni che spingono i leader e la popolazione albanese a voler entrare a far parte dell’Unione Europea. Il terzo capitolo tratterà delle prime difficoltà incontratesi tra Unione Europea e Albania e della lenta inizializzazione dei negoziati, quest’ultimi aperti solo nell’anno 2022.
