Le sfide dell'Unione Europea: analisi della politica estera in contesti di crisi

This thesis will discuss the European Common Foreign and Security Policy (CFSP), established by the Maastricht Treaty of 1993. The goal is to understand the reasons for its lack of effectiveness by analyzing two recent conflicts in which the EU was involved, the war in Bosnia between 1992 and 1995 (one of several Yugoslav wars that occurred between 1991 and 2001 and led to the breakup of Yugoslavia) and the war in Ukraine, which is still ongoing today. We will trace the history of the European Union from the postwar period to the present day, with a special focus on its foreign policy and the space it has had during European integration. We will then discuss the historical, social and political causes of the two conflicts mentioned above and analyze the weight that the EU and other international actors have had in influencing the development of the conflicts, comparing the two situations, trying to understand what the CFSP has evolved over the years and what more can be done to make it more effective.

La tesi tratterà della Politica Estera e di Sicurezza Comune europea (PESC), istituita dal Trattato di Maastricht del 1993. L'obiettivo è capire i motivi della sua scarsa efficacia analizzando due conflitti recenti in cui l'UE fu coinvolta, la guerra in Bosnia tra il 1992 e il 1995 (una delle numerose guerre jugoslave avvenute tra il 1991 e il 2001 e che portarono alla dissoluzione della Jugoslavia) e la guerra in Ucraina, ancora oggi in corso. Percorreremo la storia dell'Unione Europea dal dopoguerra ai giorni nostri, con un focus particolare sulla sua politica estera e lo spazio che ha avuto durante l'integrazione europea. Parleremo poi delle cause storiche, sociali e politiche dei due conflitti sopra citati e analizzeremo il peso che l'UE e gli altri attori internazionali hanno avuto nell'influenzare lo sviluppo dei conflitti, comparando le due situazioni, cercando di capire quale sia stata l'evoluzione della PESC negli anni e cosa si può fare ancora per renderla più efficace.
