This study addresses the need to adapt the Stability and Growth Pact (SGP) to contemporary challenges, aiming to enhance its resilience within the European Union (EU). The analysis unfolds in several stages: it begins with a legal introduction to the main components of the previous version of SGP, proceeds with the presentation of the reform proposals, and then evaluates advantages and disadvantages of the new framework, as well as the potential consequences within the EU. The methodology employed for this research relies on a combination of primary and secondary sources. Primary sources include official EU documents such as legislative proposals and reports from European institutions, along with documents released by individual member states regarding proposed amendments. Secondary sources encompass scientific articles, academic publications, and expert opinions found in specialized literature.
Questo studio affronta la necessità di adattare il Patto di Stabilità e Crescita (PSC) alle sfide contemporanee per aumentarne la resilienza nell'Unione Europea (UE). L'analisi si articola in diverse fasi: inizia con un'introduzione giuridica sulle principali componenti della precedente versione del PSC, prosegue con un'esplorazione delle proposte di riforma e successivamente valuta i vantaggi e svantaggi del nuovo framework, nonché le possibili conseguenze nell'ambito dell'UE. La metodologia adottata per questa ricerca si basa su una combinazione di fonti primarie e secondarie. Le fonti primarie comprendono documenti ufficiali dell'UE, come proposte legislative e relazioni delle istituzioni europee, insieme a documenti rilasciati dagli Stati membri in relazione alle proposte di modifica. Le fonti secondarie includono articoli scientifici, pubblicazioni accademiche e opinioni esperte presenti nella letteratura specializzata.
